We are seeking a skilled and motivated Project Engineer with experience in public works projects to join our civil engineering firm. The successful candidate will play a key role in managing and executing various public infrastructure projects, ensuring they are completed safely, efficiently, and in compliance with regulatory requirements. The ideal candidate will have a strong technical background in civil engineering, exceptional project management skills, and a passion for improving public infrastructure. Responsibilities: Lead and manage public works projects from inception to completion, including planning, design, permitting, bidding, construction, and closeout phases. Collaborate with clients, regulatory agencies, and stakeholders to define project objectives, scope, and requirements, and ensure alignment with budgetary and schedule constraints. Conduct site assessments, feasibility studies, and engineering analyses to evaluate project alternatives, identify constraints, and develop cost-effective solutions. Prepare engineering designs, drawings, specifications, and contract documents for public infrastructure improvements, such as roads, bridges, water distribution systems, and wastewater treatment facilities. Coordinate with internal design teams, external consultants, and contractors to develop comprehensive project plans, schedules, and budgets, and ensure timely delivery of project deliverables. Manage procurement activities, including soliciting bids, evaluating proposals, negotiating contracts, and selecting vendors and subcontractors for construction services and materials. Monitor project progress, track expenditures, and manage project budgets to ensure financial performance targets are met and deviations are addressed promptly. Conduct field inspections, quality control checks, and construction oversight activities to ensure workmanship, materials, and methods comply with project specifications and regulatory standards. Implement and enforce safety protocols, environmental regulations, and permit requirements to mitigate risks and ensure compliance with applicable regulations. Communicate project status, updates, and key decisions to clients, stakeholders, and senior management through regular progress reports, presentations, and meetings. Qualifications: Bachelor's degree in Civil Engineering or related field; Master's degree or professional certification (e.g., PE) preferred. Minimum of 3-5 years of experience in civil engineering, with a focus on public works projects, such as transportation infrastructure, water resources, or municipal utilities. Strong technical proficiency in civil engineering design software, such as AutoCAD Civil 3D, MicroStation, or Bentley InRoads. Knowledge of relevant design standards, codes, and regulations governing public infrastructure projects, including AASHTO, ASTM, and local agency requirements. Excellent project management skills, including the ability to develop project plans, manage resources, and track project progress to ensure timely delivery of milestones and deliverables. Strong communication and interpersonal skills, with the ability to collaborate effectively with multidisciplinary teams, clients, regulatory agencies, and stakeholders. Experience with project documentation, including contract administration, change orders, progress payments, and record-keeping. Familiarity with construction practices, materials, and methods used in public works projects, as well as construction contract administration and project scheduling techniques. Ability to analyze complex problems, develop innovative solutions, and make sound decisions under tight deadlines and changing conditions. Commitment to professional development and staying current with advancements in civil engineering practices, technologies, and regulations related to public infrastructure projects.
