Responsibilities:

Under the direction of the Retirement Plan Manager, the incumbent is responsible for overseeing the
retirement programs and services within the Bassett Healthcare Network. This role includes managing
retirement plan administration, providing strategic advice on retirement policies, and ensuring compliance with relevant regulations. The incumbent will possess in-depth knowledge of retirement plans, exceptional communication skills and a strong background in human resources and benefits
administration.
The responsibilities of this role include, but are not limited to, ensuring data is transmitted timely and
accurately to the appropriate recordkeeper; processing, reconciling, and initiating timely and accurate
funding of employee deductions from the payroll system to the appropriate vendor; determining plan
eligibility; and responding timely to employee service requests in the appropriate recordkeepers system. Assists in the data gathering for annual nondiscrimination testing, employer contribution calculations, and required annual audits. Participates as needed with required government filings, disclosures, and notifications. Serves as a subject matter expert for plan provisions and applications across the Bassett Healthcare Network. Works closely with the Retirement Plan Manager to ensure the compliant operation of all retirement plans across the Network.
The incumbent is highly skilled in handling questions and processes within the scope of responsibility but comfortable escalating when necessary. Partners with Retirement Plan Manager to oversee relationships with service providers, outsourced vendors and third-party administrators, to ensure compliance with Bassett Healthcare Network plan documents and adherence to IRS and DOL regulations, best practices, and guidelines.

  • Manage the administration of all retirement plans, including defined benefits, defined contribution
    and non-governmental plans.
  • Ensure accurate and timely processing of retirement benefits, contributions, and distributions.
  • Monitor and manage the funding status of retirement plans.
  • Develop and implement strategic initiatives to enhance retirement plan offerings and participation.
  • Review and update retirement plan policies and procedures to ensure alignment with
    organizational goals and compliance with regulations.
  • Provide expert advice on retirement-related matters to upper management.
  • Ensure compliance with all federal, state, and local regulations related to retirement plans,
    including ERISA, IRS and DOL requirements.
  • Prepare and submit required reports and filings, such as Form 5500 and annual plan audits.
  • Conduct regular audits of retirement plans to identify and address any discrepancies or issues.
  • Collaborates with HRIS Team to process quarterly Retirement Plan contributions on a timely basis
    and according to established schedules and communicates those contributions to Accounting and
    Finance.
  • Processes participant distributions compliant with plan specifications and IRS guidelines.
  • Determines employee plan eligibility and communicates eligibility and enrollment processes to
    impacted employees in a timely and efficient manner.
  • Assists employees (both active and terminating) and retirees with enrollment, distribution and
    rollover paperwork.
  • Acts as first line contact for Network retirement plans.
  • Refers individuals making personal decisions related to their retirement plan participation to the
    appropriate service provider.
  • Consults Retirement Plan Manager as needed for policy interpretations and to keep informed
    about plan or policy changes.
  • Serve as primary contact to plan vendors and third-party administrators and Retirement
    Counselors for matters related to regular administration of the plans.
  • Coordinate and communicate retirement plan counselor visits to site HR Business Partner.
  • Work to ensure the smooth and compliant operations of the Network retirement plans. Investigate
    and resolve discrepancies and escalate when needed.
  • Performs additional duties as directed


Qualifications:

Education:

  • 4 Year / Bachelor's Degree in Business Administration, Human Resources, or 4 years of related work experience, required
  • Experience may be considered in lieu of education

Experience:

  • Minimum 4 years experience in administering retirement benefit plans, required
  • Familiarity with both defined contribution and defined benefit plan administration, preferred

Physical Requirements:
