Role The Project Safety Manager will be tasked with supporting the Lithium Nevada Thacker Pass Project construction team in setting up, implementing, and managing effective safety programs during construction of the plant and facilities. The role is part of the Thacker Pass construction team and serves as the site construction safety leader. Working closely with all functions of contractors and LNC employees you will ensure best-in-class safety practices and programs are followed to meet ‘a commitment to zero’. The Project Safety Manager will oversee the safety management of the plant and facility construction activities, develop, and ensure policies and procedures are followed. The plant will consist of a sulfuric acid plant and processes for clay beneficiation, acid leaching, neutralization, crystallization, chemical precipitations, solid/liquid separations, and ion exchange. This project role will require knowledge and expertise in the areas of project construction, OSHA and MSHA regulations, and construction management while proactively managing and mitigating risks and developing safety programs that support construction activities. The candidate must have strong communication skills and have demonstrated success as a safety professional in large capital construction projects related to mining, oil and gas, or chemical process-manufacturing. The position will be based in Winnemucca, Nevada and frequent travel to partners, site and vendors may be required. Responsibilities As the key Safety leader in Projects, we would look to you to deliver on the following: Responsible for ensuring all aspects of health and safety of contractors and personnel onsite during construction activities. Provide safety guidance to the site to drive “a commitment to zero” safety culture. Develop and support health and safety processes, procedures, and plans in the construction workplace according to regulatory requirements. Manage assigned contractor Safety Teams. Ensure safety programs are established and implemented consistently during Project construction. Ensure regulatory compliance in areas of MSHA and OSHA, where applicable across the processing site. Analyze and evaluate health and safety performance across the site and develop strategic improvement plans to reduce safety risk and exposure during Project construction. Network with other safety professionals, trade, and professional associations as well as businesses, sites, and other functions on tools and approaches for compliance and be effective in shaping policy, best practices and standards during construction. Manage the site level OSHA Process Safety Management (PSM), Safety and Industrial Hygiene, Fire, Distribution, reasonable suspicion, incident management and Safety assessments. Develop construction audit programs and review performance to drive continual improvement. Responsible for hazard screening of all new chemicals to be brought on site. Conduct training and presentations for health and safety matters and accident prevention, occupational illness, and exposure to long-term hazards. Ensure Site Emergency Response Plan and Incident Management Plans are trained to and followed. Perform inspections of workplaces, people, equipment, and machinery to mitigate unsafe working conditions. Establish a culture of health and safety utilizing behavioral based safety methods, proactive risk mitigation and root cause analysis. Develop and conduct new employee and contractor site safety orientation including but not limited to skill training, proper job instruction, hazardous material disposal, and the use of protective equipment and communications. Ensure satisfactory emergency preparedness, site conditions, and safe working conditions. Ensure annual safety training programs such as MSHA and OSHA are being adhered to for all contractors and employees working on the project. Develop and analyze internal and contracted safety programs and processes that track safety metrics and performance targets to ensure effective processes and tools are in place to reduce harm and exposure to people and equipment. Manage and develop corrective action plans and oversee resolution of safety audit findings, leading indicators, and root cause analysis’ from construction activities. Participate in field auditing and have visibility for interactions with employees and contractors. Potentially participate in corporate audits at different LAC sites. Collaborate with Sawtooth Mining to ensure no gaps exist in MSH/OSHA regulatory compliance from mining operations to the project site. Ensure contracted services adhere to the site safety requirements and training. Support Operations safety in the facility including participation in and/or execution of MOCs, PSSRs, and PHAs. As well as helping ensure quick adoption for business improvement projects that require changes to, or the adoption, of a new technology. Maintain close communication with Owner and Contractor project, operations, and maintenance staff to design new projects and troubleshoot existing processes or systems. Support all departments with construction and expansion projects, capital justification, and tradeoff studies. Help ensure a safe working environment, being a visible leader for safety, and providing a daily commitment to zero harm to employees, contractors, environment, and the community. Ensure Environmental considerations are a close second to Safety in all aspects of project and operations. Other duties as assigned. Requirements A Bachelor’s Degree in a basic science or technical degree in the field of EHS management, or relevant work experience in EH&S is required. At least ten years of experience serving as a Safety Manager or similar role in the chemical, oil and gas, or mineral processing industry with proven work experience as a Safety Manager. Experience and working knowledge of U.S. and State of Nevada OSHA and/or MSHA. Strong leadership, team building, people management, and development skills in an industrial environment. Certified Safety Professional (CSP), or in the Comprehensive Practice of Industrial Hygiene by the American Board of Industrial Hygiene (or equivalent certification) a plus. Develop and maintain positive relationships with state and local emergency services including Humboldt County Sherriff Office, Fire Department, Hospital etc. Develop and maintain positive relationships with state and local regulatory agencies including MSHA and OSHA. Demonstrated ability to handle multiple tasks and deadlines as well as manage change and work independently. Demonstrated ability implementing a sustainable behavioral safety program and utilizing programs such as SafeStart. Networking, influence, and conflict resolution skills with strong focus on deliverables with excellent oral and written skills along with the ability to apply these in the regulatory, advocacy and public affairs culture. Demonstrated ability to utilize computer software (systems used are Microsoft Office, intra/internet, etc.) including the VelocityEHS Safety and Risk Management and SafeStart tools at the site. Adequate knowledge of business and management principles and systems (budgeting, strategic planning, resource allocation and human resources). Safety experience with large scale chemical, mineral, and hydrometallurgical processes is preferred.
