Staff may also perform other duties as assigned. Compiles and analyzes data, information, and relevant materials in support of city and departmental programs; participates in the formulation, analysis, and review of individual departmental policies. Offers recommendations regarding policy development, operational plans and programs, and performance measurements; assists with city-wide issues and department projects that are of a highly sensitive and confidential nature. Coordinates, tracks, and reports on assigned projects including but not limited to, research, contracts, proposals, and legislative and agenda items. Oversees Strategic Planning and social media tracking platform contracts, as well as community survey contract. Assists the city’s management staff in identifying strengths and opportunities for improvements, as well as developing implementation plans for these changes throughout the organization. Supports departmental staff with research, development, and association of performance measures in support of the City’s Strategic Plan Goals and objectives. Contributes to operational reviews of departmental efficiency and effectiveness and makes recommendations for improvements as appropriate. Works with city departments and inter-departmental teams to review programs and processes to solve operational problems; assists with project teams with implementation activities. Collects comparative information and conducts needs analysis, feasibility studies, and evaluations for assigned reports, projects, and programs. Participates in coordination of economic development projects; collects, compiles, and analyzes information from a variety of sources on topics related to economic development; prepares statistical and narrative reports concerning a variety of issues and topics. Assists with business engagement initiatives and maintaining communication with local businesses. Identifies award and recognition opportunities for the city; plans, writes, or reviews nominations and applications; coordinates with personnel, and presents recognitions externally and to management. Prepares statistical analyses, summary reports, memos, charts, and presentations for consideration by the City Manager, City Commission, and the public; presents assigned materials to various internal and external audiences. Receives, reviews, prepares, and/or submits a variety of forms, documents, records, and reports including but not limited to budget documents, surveys, statistical analyses, resolutions, ordinances, and City Commission agenda items. Attends evening and/or weekend meetings and events based on organizational responsibilities and/or requirements. Adheres to all city and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures. Maintains quality communication and interaction with all city personnel, representatives from external organizations, and the public to maintain good will toward the city and to project a positive city image. Maintains on-call work availabilityas assigned, to prepare for, respond to, or recoverfrom a hurricane, tropical weather event, or other emergencyto meet the city’s obligation to remain operational before, during, and after the event;duties assigned may or may not be typical of the job and are contingent upon the needs of the city and the residents because of the event. Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds. Supervisory Responsibilities This position has no supervisory responsibilities.Bachelor’s degree in finance, economics, business or public administration, or related field required; supplemented by two (2) years of professional experience conducting quantitative and qualitative studies and analyses and developing summaries for process or performance improvements; or an equivalent combination of education, certification, training and/or experience. Required Certifications and Licenses May be required to possess and maintain a valid State of Florida driver license and the ability to travel independently from one city location to another or to offsite location/s. National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities. PREFERRED QUALIFICATIONS Two (2) years as a process or continuous improvement specialist, including one (1) year in a governmental organization. PREFERRED QUALIFICATIONS Master’s degree in business or public administration and two (2) years of governmental accounting, experience, including complex general ledger transactions and bank reconciliations; licensed in the State of Florida as a Certified Public Accountant (CPA) ); or Certified Government Financial Manager (CGFM), or Certified Public Finance Officer (CPFO), or Certified Government Finance Officer (CGFO).
