Kings County Public Health Department is seeking a knowledgeable and responsible Public Health Emergency Planner. There is one immediate vacancy in

the Public Health Department. Future vacancies for this position may be filled from the eligible list to be established. The expected life of the eligible list is six months.

DISTINGUISHING CHARACTERISTICS

Public Health Emergency Planner classification is utilized in the Public Health Department. The Public Health Emergency Planners may be assigned to administer either the Public Health Emergency Preparedness Grant, Hospital Preparedness Grant or other related preparedness/emergency grants. Incumbents are responsible for the development, oversight, testing and evaluation of the county-wide plans for responding to public health emergencies utilizing the resources available through grants or other programs. Duties include but are not limited to those described below. Reasonable accommodation will be made when requested and determined by the County to be appropriate under applicable law. Prepares and submits the Public Health Emergency Preparedness, Hospital Preparedness Program and Pandemic Flu grant applications; Coordinates the Public Health Emergency Preparedness Program, Hospital Preparedness Program, Pandemic Influenza Program and related activities; Develops and executes short and long term goals associated with public health emergency preparedness activities; Assures compliance with all applicable state and federal guidelines as they relate to the operation of emergency preparedness programs; Administers the program by performing tasks such as research, analysis, report writing; Represents the program at various local and regional meetings involving matters pertinent to public health emergency preparedness; Determines the resources necessary to ensure appropriate and effective services; Maintains inventory of public health emergency preparedness materials throughout the county; Plans for and arranges for public health emergency preparedness materials to be deployed as necessary; Monitors programs for evaluation purposes and provides administrative support for ongoing quality assurance; Collects, analyzes and maintains program data for the preparation and updating of various program operational reports as necessary for compliance with state, federal and/or departmental guidelines; May be assigned to plan, organize, coordinate, train and supervise the work of subordinate professional and/or clerical personnel; Works in conjunction with departmental staff in the preparation and presentation of various community workshops regarding public health emergency preparedness; Performs additional administrative duties as may be assigned or required.

Any combination of education and experience that could likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Education:

Possession of a Bachelor's degree from an accredited four-year college or university in health sciences, public administration, environmental health, communications, public safety, or a related field. (Additional qualifying experience as indicated below may be substituted for the required college education on a year-for-year basis.)

Experience:

One year of experience in the administration of a public emergency services program(s);

OR

Two years experience in a related governmental services program or private emergency services-based organization. (

NOTE:

Experience in the implementation or oversight of an emergency response program or a complex public health program is preferred.)

License:

Possess and maintain a valid, appropriate California driver's license issued by the Department of Motor Vehicles.

Special Requirements:

Ability to work a flexible work schedule as required; travel within and outside the County to attend meetings and conferences.
