On an annual average the entire Desk executes approximately $5 trillion in short term funding and $1 trillion in term funding. The Capital Markets Quantitative Data Analyst is a dual role in the Capital Markets division. The incumbent will be able to communicate and coordinate with the FHLBanks on an ongoing basis to identify specific FHLBank requirements and yield restrictions and notify FHLBanks of external and internal constraints on normal debt issuance. The position must also assess market and economic conditions, other Agency activity, yield curve dynamics, and market liquidity to gain unique insights into the market and establish daily short-term yield curves for the FHLBanks. In addition, the position will take a leadership role in developing the Federal Home Loan Banks Office of Finance (“OF”) modernization tools for determining relative value and other analytics for funding indications and pre- and post-trade Consolidated Obligations (“COs”). This role is a member of the Desk and will work closely with and in collaboration within the Capital Markets division and collaborate with the regional Federal Home Loan Banks (“FHLBanks”), Dealers (agency market teams and derivatives desks) as well as the OF’s Information Technology (“IT”) teams to identify priorities and devise solutions that include best practice standards, appropriate governance and documentation that meets Capital Markets business objectives. The success of the position depends on a wide range of skills, including technical know-how, accuracy, and fluency in communication. The Capital Markets Quantitative Data Analyst will lead the research of developing machine learning tools, regression analysis and efficacy of artificial intelligence tools to expand and enhance various processes including cost of funds indications and issuance market trends. PRINCIPAL RESPONSIBILITIES

: ·Coordinate and recommend the sales and pricing strategies of the Discount Note Programs and its functional operation within the OF’s Board of Directors’ (OF Board) directives to produce the lowest cost of funding for the FHLBanks while maintaining flexibility in funding. ·Establish daily short-term yield curves which the FHLBanks utilize to set market rates for loans to their members. ·Collaborate with the FHLBanks and other market participants to identify relative value benchmarking solution(s). ·Develop modernized relative value solution(s) which meet business, risk, and compliance requirements to be integrated with internal applications. ·Collaborate with OF IT to develop solutions that can be utilized within the suite of OF applications to enhance funding and market decision making. ·Develop and maintain relationships and understanding of FHLBanks including asset-liability management, credit, and investment products, funding constraints, hedging styles, and risk tolerance. ·Cross train and have working knowledge of all funding officer responsibilities to act as a back-up as needed on the daily responsibilities of the funding desk. ·Facilitate communications on market opportunities, relative value metrics and market trends, and make recommendations through daily conference calls and written communications with the FHLBanks. ·Gain a strong understanding of the SOFR market (cash and derivatives) to provide the FHLBanks with relative value color within the discount note market and comparing to other debt products. ·Support the OF’s diversity and inclusion strategy by following policies and procedures that ensure opportunities for employees and diverse business partners. ·Assist with other job duties as assigned. PRINCIPAL REQUIREMENTS

: ·Minimum bachelor’s degree in finance/business, data science, mathematics, or a related field.·3-5 years professional experience in capital markets, banking, financial services, or other related industry preferred. ·Working knowledge of data analysis using Python and R and other programming languages to an advanced level is preferred. ·Working knowledge of the SOFR futures market and SOFR/OIS derivatives is preferable. ·Strong written and verbal communication and presentation skills, with experience crafting a compelling narrative supported by data. ·Analytically driven and strong knowledge of working with large datasets. ·Familiarity working with a Bloomberg terminal and data is preferable. ·Comfortable tackling open-ended problems using analytical methods. ·Reliable, rigorous and ability to operate independently and in a multi-task and fast-paced trading environment. ·Strong communication, organizational, and interpersonal skills. ·Ability to learn quickly and demonstrate industry and product knowledge. ·Ability to listen and integrate ideas from diverse views, build and maintain respectful relationships, collaborate with others, and resolve conflicts constructively. ·Professional curiosity to identify and drive improvements and opportunities with a willingness to get into the detail and frame the solution. ·Effective oral and written communication skills. ·Proof of eligibility to work in the United States.
