Section 8 Program Coordinator at Osceola County Government A role focused on case management under the Section 8 Housing Choice Voucher Program. General Description Of Duties Primary responsibility for case management under the Section 8 Housing Choice Voucher Program. Under direction, the purpose of the position is to provide routine and specialized technical functions for the Section 8 Housing Program, determine program eligibility, ensure proper data input into the Public Indian Housing (PIH) system, ensure compliance with HUD policies and procedures, and prepare, review, record, process, balance, and distribute financial and related data. Incumbents work with independence while performing more complex housing assignments, with oversight and daily supervision of Housing Specialists and/or Inspectors. Essential Job Functions Provide overall management of staff and resources assigned to the Section 8 Housing Choice Voucher Program in conjunction with the Assistant Human Services Director. Establish initial interview with tenants holding Housing Choice Vouchers. Disseminate information to tenants regarding their rights and responsibilities, availability of units, Osceola County specific requirements, and all other pertinent information. Conduct annual re?examination: sending re?certification letters, making and logging appointments, interviewing clients, verifying income, calculating rent and utility allowances, mailing required notices, processing payment documents and changes, and processing transfers for occupancy. Confer with client employers, organizations, and other agencies to confirm client information. Brief voucher holders on housing availability, housing options, lease obligations, equal housing rights, and Section 8 requirements. Conduct landlord orientations, annual briefings, and portability briefings for participants. Process interim changes in tenant files such as changes in AFDC/child support payments, employment, number of children, marriage, divorce, etc.; amend lease contracts and send required documentation. Coordinate tenant transfers. Perform data entry functions, enter tenant information, and update files on the computer. Coordinate with the HQS Inspector to ensure inspections are completed timely. Schedule annual inspections for HQS Inspectors. Receive inquiries and concerns, ascertain the nature of the request, resolve personally or direct appropriately. Possess proficient knowledge of Federal regulations associated with the Section 8 program. Assist the Housing Manager in developing and implementing policies and procedures relative to the Section 8 programs. Train and review work (case files) of Housing Specialists or Inspectors, communicate plans, policies, and procedures, and assist as needed. Attend meetings for dissemination of information as required by the Housing Manager. Assist the office with audits from internal and external auditors or grantors. Coordinate specialized projects supporting administrative processes of the department. Perform duties associated with administration of an advisory committee. Perform duties related or logical in assignment to the position. Monitor and provide guidance on technical matters such as property sales, foreclosures, and client move requests. Monitor waiting list and lease?up requirements to ensure program is not under?utilized each fiscal year. Work with Accounting personnel on account audits and repayments to ensure revenue collections and delinquency control. Research new program opportunities related to the Housing Choice Voucher Program and make recommendations to management. Coordinate Self?Sufficiency Fair and other community related events relevant to the program. Minimum Qualifications Education: Bachelor's Degree in Public Administration, Political Science, Business Management or related field. Experience: Three (3) years experience working with federal, state, local housing programs, social services, or case management related programs assisting low income families; or an equivalent combination of education and/or experience. Supervisory experience preferred. Miscellaneous: Must possess and maintain a valid Florida Drivers License. Knowledge, Skills and Abilities Proficiency in acquiring, understanding, and implementing state and federal grant regulations. Knowledge of operations and procedures of a Public Housing Agency (PHA). Knowledge of purpose, policies, and regulations of the Housing Authority as established by the Board of County Commissioners and HUD regulations. Ability to understand, follow, and supervise written and oral instructions. Ability to communicate effectively verbally and in writing. Skill in establishing and maintaining effective working relations with all levels of management, employees, other departments, officials, and the general public; customer service skills. Skill in preparing complex correspondence, summaries, and reports in a clear and concise manner; business English proficiency. Ability to access, operate, and maintain various software applications. Ability to operate basic office equipment such as computer terminals, printers, copy machines, telephone systems, facsimile machines. Skill in reading, updating, and maintaining various records and files; complex administrative support functions, including records maintenance, data analysis, report processing, documentation proofing. Physical Demand Requirements Physical Demand: Light 20 pounds maximum lifting. Frequent (up to 2/3 of the work time) lifting, carrying up to 10 lbs. Significant walking/standing required if less lifting involved. When mostly sitting, requires push/pull on arm or leg controls. Expressing or exchanging ideas by spoken word or perceiving sound by ear. Good eyesight for production or safety of self and others. Physical agility required in kneeling, bending, stooping, and reaching. Required to have clear vision at distances of 20 inches or less.
