Under the director of the Assistant City Manager, the Director of Development Services manages and directs the daily operation of building services, comprehensive planning and zoning services to carry out the directives of City Council, city administration and the Planning and Zoning Commission, Board of Adjustments, and Impact Fee Advisors Committee. The Director reviews, assigns and prioritizes departmental activities and projects. This position is responsible for overseeing, administering, and developing amendments to the long-range Comprehensive Plan for the City of Anna. Special projects related to the preservation and conservation of natural resources are also within the responsibilities.

Direct and manage the Planning and Development Department and Park staff, Permit staff. Review, assign and prioritize departmental activities and projects. Oversee, administer, and develop amendments to the long-range Comprehensive Plan for the City of Anna. Create, develop, and implement special projects for the preservation and conservation of City natural resources. Review, edit and modify staff reports to the Planning and Zoning Commission, Parks Board, City Council, the Board of Adjustments, the Impact Fee Advisory Committee, and Building Standards Board. Develop, maintain, update, implement and enforce planning and zoning ordinances, and maintain official ordinance text, maps, and GIS. Administer recreation programs including partnering with outside agencies offering recreation programs and tournaments. Ensure maintenance of all city parks and grounds, city trails, and parking facilities. Conduct meetings with public and special interest groups for input, identification of issues, problems or conflicts for long range planning and development. Conduct special research projects and initiate special studies related to energy conservation, preservation of land and housing values, land use, population studies, housing and alternative solutions to issues and concerns raised by developers, homeowners, and City Council. Develop and monitor the department’s annual budget. Review existing and proposed ordinances and codes to develop amendments, impact of proposed amendments to ordinances and codes or impact of Federal and State codes on the current planning and zoning codes and ordinances. Prepare and present technical issues, alternative solutions to existing problems or to avoid potential problems and issues to the City Council and the Planning and Zoning Commission. Prepare informational packets for City Council and Planning and Zoning Commission meetings utilizing geographical information systems to develop maps and plans. Apply for and administer grant projects related to Planning and Development. Perform any other related duties as required or assigned. Bachelor of Science Degree in Urban/Regional Planning, Architecture, or related field, plus 9 to 10 years related experience and/or training, and 7 years related management experience, or equivalent combination of education and experience. Must possess a valid Class "C" driver's license when hired. Must pass a pre-employment drug screen, criminal background check and MVR check.
