Apply via Dice today Job#: 3019121 Job Description Apex Systems is seeking a dedicated IT Project Manager/Scrum Master who can perform project management and business analysis. This position will manage IT projects from initiation to closure. Under general direction, this position would be responsible for planning, directing and coordinating project management activities of designated project(s) ensuring that the goals and objectives of the project(s) are accomplished within the prescribed timeframe and requirements. Must have excellent relationship building, leadership and client management skills. Must have a deep understanding of project management tools and approaches to managing complex projects. Project management responsibilities include the coordination and completion of projects on time within budget and within scope. Oversee all aspects of projects. Set deadlines, assign responsibilities and monitor and summarize progress of project. Prepare reports for project portfolio and upper management regarding status of project. The successful candidate will work directly with clients to ensure deliverables fall within the applicable scope and budget. Perform a variety of tasks. Lead and direct the work of others. A wide degree of creativity and latitude are expected. Will report to the Lead IT Project Manager. Responsibilities Coordinate and complete projects on time within budget and within scope; oversee all aspects of projects; set deadlines, assign responsibilities and monitor progress; prepare reports for project portfolio and upper management. Work directly with clients to ensure deliverables fall within scope and budget; lead and direct the work of others; expect a high degree of creativity and latitude; report to the Lead IT Project Manager. Lead project teams of various sizes and ensure projects are completed; utilize formal project management methodologies (e.g., PMI). Develop requirement specifications, business cases, functional specifications, process models and state transition models. Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders. Perform gap analysis, conduct vendor product evaluations, and ensure proposed solutions are understood and exploited appropriately. Ensure QA/QC functions as needed and assist with design and development; capture business requirements and assist with testing as needed. Create and publish project documents (scope, schedule, requirements, risk, estimates) and determine resources required; conduct stakeholder meetings; manage communication, change control, quality and risk controls. Monitor execution of project tasks, address slippage/constraints, manage stakeholder expectations and project risks, and report status. Facilitate closeout activities such as lessons learned and customer feedback; ensure on-site and remote work as required; maintain regular attendance. Requirements Bachelor's degree or technical degree in Computer Science/Software Development/Project Management (or equivalent with minimum 5+ years of Project Management experience). Minimum 2+ years of experience managing projects/software development using Agile SDLC. Minimum 5 years of project management experience. Experience with project management activities: strong soft skills to empower, motivate and influence without authority; etc. Experience developing requirement specifications, business cases, functional specs, process models; pro?ciency with Azure DevOps to create backlogs, user stories & tasks. Strong client-facing and internal communication skills; excellent written and verbal communication; solid organizational skills and attention to detail. Experience leading project teams; understanding of PMI methodologies; experience as IT project manager or ERP project manager. Experience with creating project documents (scope, schedule, requirements, risk, estimates) and stakeholder meetings; planning for communication, change control, quality and risk control. Ability to work onsite and remotely; regular attendance; experience supporting Department of Transportation/Highway Safety/Traffic Safety/Financial systems. Preferences Experience with all aspects of project management and agile development using SCRUM; experience collaborating with developers and end users. PM certification desired but not required; experience with testing as needed. Experience with Web Services and Windows Services; Microsoft SQL Server; CICS; managing multiple projects.
