ESTIMATOR/PROJECT MANAGER

A San Diego based construction Company with operations throughout Southern California is currently seeking a full-time, experienced SR. ESTIMATOR / MANAGERto support our Lakeside, California Operations.

The Senior Estimator position reports to the Director of Operations. The position is responsible for preparing detailed and accurate cost estimates in support of bidding projects in a highly competitive market; typically, regulated dry utility infrastructure construction projects. The position works closely with operations to review project plans and specifications, determine general project requirements, and identify constructability challenges. The position also supports operations and project managers in pre-construction and project management functions including but not limited to project hand-off, resource planning and scheduling, and change order management. The Senior Estimator is a key, individual contributor that works in a highly collaborative environment and serves as the functional expert when developing estimates.

JOB DUTIES:

The duties for this position will incl
  • Manage 3-5 Estimators
  • Read and establish a comprehensive understanding of project scopes of work (SOW) related to clients' requests for proposal for use in establishing estimates.
  • Participate in client pre-bid meetings, internal bid strategy meetings, and organize site visits to obtain any unique or specific requirements that may affect the cost estimate.
  • Prepare detailed cost estimates and project schedules by performing detailed quantity take-offs and analyzing the SOW, plans, and specifications.
  • Define individual scopes of work for qualified subcontractors / suppliers and solicit pricing to ensure competitive pricing for each estimate item.
  • Develop and maintain an estimating database of subcontractor / supplier pricing.
  • Develop and submit bid proposal packages according to client requirements.
  • Develop, update, and maintain the cost estimates that support the Company's blanket contract, unit prices.
  • Review final estimate packages with Operations to ensure accuracy and completeness prior to formal quotation.
  • Assemble required documentation to obtain internal approval prior to formally submitting bid proposals to the client.
  • Evaluate variances between actual and budgeted costs. Develop effective project cost model for estimating future projects based upon historical data.

    MINIMUM QUALIFICATIONS:

    Qualified candidates must possess the following special skills and or requirements to be considered for this position.
    • Bachelor's degree in Engineering, Finance, Construction Management, (Preferred) or equivalent job experience.
    • 8 years combined with increasing responsibilities in project estimating, including construction management, contract administration, and documentation.
    • Knowledge of and skill in using computer software, including MS Word, Excel, Project, Outlook, PowerPoint, P6 Scheduling, and computerized cost data and systems.
    • Proficient with commercial estimating software such as B2W, Accubid, HCSS, etc.
    • Ability to read, analyze, and interpret plans, specifications, statements of work, and various bidding documents to determine scope of work.
    • Demonstrated experience of utility infrastructure construction projects and successful estimate preparation.
    • Strong knowledge of contract management, cost management, risk management, and reporting.
    • Ability to follow instructions and work on multiple projects until the end goals are accomplished.
    • Strong facilitation and consensus building skills.
    • Excellent written communication skill to compose proposals, reports, presentations, and work-related manuals.
    • Interpersonal communication skill to work effectively with others to coordinate activities and arrive at mutual decisions.
    • Ability to maintain confidentiality.
    EDUCATION AND/OR EXPERIENCE:
    • Bachelor's degree in Engineering, Finance, Construction Management, (Preferred) or equivalent job experience.
    • 8 years combined with increasing responsibilities in project estimating, including construction management, contract administration, and documentation.
    • Knowledge of and skill in using computer software, including MS Word, Excel, Project, Outlook, PowerPoint, P6 Scheduling, and computerized cost data and systems.
    • Proficient with commercial estimating software such as B2W, Accubid, HCSS, etc.
    • Experience with Heavy Construction Software Suite - HeavyBid preferred.
    • Experience with Sage 300/Timberline &/or Sage Paperless preferred.
