Corps/Department: Salvation Army Clitheroe Men's Residential Program

Reports To: Clinical Manager

FLSA Status: On-Call / Non-Exempt

Rate of Pay: $28.00 per hour

Education and Work Experience:

  • Required Master's Degree or more advanced degree in psychology, counseling, child guidance, community mental health, marriage and family therapy, social work, or nursing (per DBH regulations for mental health clinician).
  • Preferred: Two years' experience in direct service delivery in substance use disorder treatment and co occurring disorders, as well as knowledge of the criminal justice system and the Clitheroe Residential Center.
  • Must have or be able to obtain Alaska State CDCI Certification within one year from date of hire.
  • Must be able to obtain Alaska State CDCII Certification within three (3) years from date of hire, failure to do so may be grounds for termination.

Scope of Position/Essential Functions:

Under general supervision of the Clinical Manager, the Counselor II is a recovery focused mental health clinician that serves as support and assists clients with complex mental health and substance dependence diagnoses, their families, and significant others in developing skills to support a sober, emotionally stable lifestyle by providing and implementing the treatment process from admission to discharge from residential treatment. The position works with the Counselor I, other agencies, and partners to assure coordinated continuity of care via technology (electronic health records) and through referrals to and from other agencies. This role contributes to the development and evaluation of additions and revisions to the program curriculum.

Knowledge, Skills and Abilities Required:

  • Knowledge of strength-based, holistic, evidenced-based and individualized recovery that is based on the SAMHSA Working Definition of Recovery.
  • Knowledge of cross-cultural issues and experience working with a diverse population
  • Knowledge of peer support mentorship, advocacy, and recovery support.
  • Experience and skills in Trauma-Responsive and trauma-informed Care, Recovery oriented systems of care, and peer support that is person-centered and builds on the strengths and resilience of individuals, families, and communities to achieve abstinence and improved health, wellness, and quality of life for those with or at risk of alcohol and drug problems.
  • Alaska driver's license with acceptable criminal history and driving records.
  • Ability to maintain a collaborative and cooperative work environment and to work with a minimum of supervision.
  • Excellent verbal and written interpersonal and communication skills.
  • Ability to facilitate group, individual, and family counseling; life skills presentations, didactic presentations; case management; treatment planning; discharge planning; crisis intervention and client assessment and evaluation.
  • Must be computer literate and willing to learn The Salvation Army's electronic health records system lntergy
  • Ability to complete multiple tasks, meet deadlines, observe confidentiality, remain self-motivated, and work with a minimum of supervision.

Essential Functions:

  • Conduct individual and group counseling sessions for clients.
  • Provide crisis intervention services to clients.
  • Provides Trauma-Responsive and trauma-informed Care, Recovery oriented systems of care, and arranges for peer support that is person-centered and builds on the strengths and resilience of individuals, families, and communities to achieve abstinence and improved health, wellness, and quality of life for those with or at risk of alcohol and drug problems and mental health challenges.
  • Develops or oversees the development of the treatment plan; Periodically reviews and revises treatment plan as needed; signs treatment plan each time a change is made to the plan; and Monitors and directs the delivery of all services identified in the treatment plan.
  • Provides substance use disorder, integrated, and mental health assessments and assessment addendums as requested.
  • Monitor client activities and progress and provide high quality client care.
  • Participate in case consultations, treatment team meetings and unit staff meetings; initiate consultation as needed with Management Staff; document all pertinent interaction regarding clientele in client's chart; coordinate with Probation Officers, Social Workers, and other Agencies and professionals; and maintain a client census to track a record of client caseload.
  • Adhere to Federal confidentiality regulations governing drug and alcohol treatment agencies (42 CFR part 2 and 45 CFR parts 160 & 162 HIPAA); maintain treatment files according to established procedures; assure that all client data is accurate and current; and ensure clients remain compliant with treatment services.
  • Learn and use the lntergy electronic health records system for client information and charting.
  • Participate in continuing education and training programs as established by the Salvation Army Clitheroe Center.
  • Assists in the continuous development of the treatment programs as well as the policies and procedures of the program, and requirements.
  • Attend staff meetings and complete required trainings.
  • Proficient in using a computer, printer, fax machine, and telephone.
  • Perform other related duties as assigned.

Software-related Skills: Microsoft Office Suite required; lntergy; working knowledge of integrated database applications and ability to use new software programs with basic training.

Work Environment: The work environment is located in a Residential treatment setting. Noise level is moderate.

Language Skills: Must be able to understand, follow and give both written and oral instructions. The employee must be able to use speech and hearing for ordinary and telephone conversation.

Mathematical Skills: Must be able to perform simple calculations (addition, subtraction, multiplication, and division) and apply concepts such as ratios and percentages in practical situations.

Performance Skills: Must be creative self-motivated, organized, flexible, and possess leadership skills.

Sacred Boundaries and Protect the Mission: Must complete the online course for this area and pass the Background Check required by The Salvation Army for employment.

Physical Requirements: Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on intermittent or continuous basis. Ability to grasp, push, pull, and reach overhead. Ability to operate a telephone. Ability to lift up to 25 pounds. Ability to access and produce information from a computer. Ability to understand written information. Ability to operate a motor vehicle in darkness and during periods of inclement weather. Experience 2 years: Substance use disorder treatment and co occurring disorders, as well as knowledge of the criminal justice system and the Clitheroe Residential Center (preferred)
