Description

We are recruiting a Lessons Learned Subject Matter Expert (SME) Program Manager on behalf of our client, Horizon Strategies who offers strategic and operational planning, leader development, and exercise advisory services for government, corporate, and academic clients.

Horizon Strategies is seeking SME interest in Lessons Learned program development. This SME will lead the development of a program intended to establish and facilitate processes across the Security Cooperation enterprise for discovery, resolution, and evaluation of lessons observed to improve practice and workforce development. The program will provide an enterprise-wide focal point to review observations, facilitate root cause analysis, enable issue resolution, and support the institutionalization of best practices.

Temp-Full Time | Hourly: Exempt
6-month duration; working a hybrid schedule with performance taking place onsite 3-4 days in the Arlington, VA area.

Responsibilities

The overarching objective is to support the development of organizational policies, processes, and people needed to manage an effective Security Cooperation Lessons Learned program. Specific activities for this effort will include:
  • Conceptualizing of a persistent, sustainable Security Cooperation Lessons Learned program;
  • Supporting development of lessons learned team structure and operating procedures;
  • Developing Security Cooperation Lessons Learned Programmatic POA&M to reach FOC;
  • Supporting Lessons Learned program policy development and socialization;
  • Cultivating OSD, joint force, and interagency relationships.
Supporting execution of Security Cooperation Lessons Learned activities, to include:
  • Production of observations and validated lessons, as directed;
  • Accessing and leveraging specialist expertise (FMS, ICB, SFA, etc.);
  • Employing resources effectively and efficiently for both active and passive collection;
  • Engaging with Lessons Learned managers and monitoring performance of Lessons Learned program;
  • Support for sharing of best practices with international organizations and partners.
As this individual will be leading the Lessons Learned policy and program development and execution, we are seeking an SME with experience in program management who can establish a plan of action and set milestones for reaching program objectives.

Qualifications
  • Security Clearance Requirement: active Secret (Top Secret preferable);
  • Understanding of DoD, USG, and/or NATO lessons learned processes and methodologies;
  • Experience with Service and/or Joint LL programs and platforms;
  • Understanding of methods and tools to establish, monitor, and update programmatic POA&Ms and SOPs;
  • Experience with DoD, USG and other partner stakeholder engagement;
  • Subject-matter expertise in applied qualitative or quantitative research and analytical methodologies, and a substantive interest in security cooperation;
  • Strong writing and communications skills to facilitate the production of materials for the security cooperation and lessons learned communities.
