JOB SUMMARY The Security Clearance Processor (SCP) is a key member of our Client's Security Clearance team and is responsible for managing and maintaining all aspects of security clearances held by assigned Client personnel.Key duties include processing visit requests, interacting with Clients as well as Government representatives, conducting audits, handling eligibility changes as well as a variety of administrative functions. The SCP will use various databases to include the DEO system of record as well as internal HR systems.Ideal candidates demonstrate strong excel skills and comfortable working in a computer-based environment, maintain discretion and confidentiality, have an exceptional eye for detail and can work well in a deadline driven environment. ESSENTIAL FUNCTIONS The functions listed describe the business purpose of this job.Specific duties or tasks may vary and be documented separately.The employee might not be required to perform all functions listed. Core Duties include: Provide technical administrative expertise for the implementation of the U.S. Department of Energy (DOE) Personnel Security Program to include: Security clearances and special access processing, adjudication of investigative reports or other security-related information, Human Reliability Program (HRP), Administrative Review process, Personal Identity Verification (PIV) Program in accordance with Homeland Security Presidential Directive 12 (HSPD-12). Ensure clearance paperwork is completed in a timely manner and documentation of all associated clearance paperwork is accurate. Assist in the use of applicable DOE personnel security databases, and others to ensure accurate clearance activity for HRP, security clearance holder, PIV holder and/or applicant for security clearance in a timely manner. Assist in preparation draft and final correspondence, including security related forms, letters, and memorandums related to security clearance activities. Assist in review for completeness and process security clearance-related documents. Assist in the duplication of security records, including personnel security files. Support various security initiatives, such as administrative review, psychiatric evaluations, and special program clearances. Provide assistance in preparing security documents in electronic format (compact disc) for submittal to DOE-Headquarters. Assist in development of Project Scanning Plan. Maintain the Foreign National Access Program (FNAP) to include routing visits/assignments for approval and maintaining records. Coordinate with DOE contractor FNA personnel to include Pacific Northwest National Laboratory (PNNL), Hanford Mission Integrated Solutions (HMIS), and Bechtel: Engineering, Construction & Project Management (BNI) as appropriate in the approval of RL visits/assignments to their facilities. Approve FOCI actions from HMIS in IDMS. Performs additional functions, duties and specific tasks of a similar nature and scope as necessary in order to achieve assigned business objectives. MINIMUM QUALIFICATIONS AT ENTRY Additional qualifications may be specified and receive preference depending upon the nature of the position. Basic Qualifications U.S. Citizenship required At least 18 years of age Current active 'Q' access authorization Ability to acquire and maintain any other specific special clearances / access requirements where appropriate Education/Experience High school diploma / GED or equivalent At least one (1) year experience with security clearances and special access processing at the Q/Top Secret/SCI level or higher, processing and adjudication of investigative reports or other security-related information, Human Reliability Program, Administrative Review process, PIV credentialing and suitability and any other personnel security related programs. Program managers will have no less than three (3) years' experience in managing a personnel security department/office/section that processes and adjudicates PIV credentials in accordance with HSPD-12, Clearances in accordance with 10 CFR 710 and Human Reliability Certification in accordance with 10 CFR 712. Background Prerequisites Must undergo and meet company standards for background and reference checks, controlled substance testing, and behavioral selection survey, in addition to any mandatory licensing requirements Competencies (as demonstrated through experience, training, and/or testing) Thorough knowledge of office policies, procedures, and standards. Occasional lifting and/or moving up to 10 pounds and occasionally up to 25 pounds. Wage for this position is $33.16 with a Health and Welfare benefit of $4.57 where applicable.
