Information Systems Training Specialist

Responsible for generating and providing instructor-led training to students, staff, and faculty in Blackboard and applicable third-party add-in enhancement software.

Assists application development team to build and maintain integrated online training products and FAQs for supported systems.

Implements LLC Manager’s training plan.

Creates and documents training policies and procedures.

Provides Blackboard subject matter expertise and management of Blackboard domains, content collection library, and building blocks used to extend functionality.

Develops and documents processes to identify the best use of Blackboard tools and features for training and education materials and courseware, and processes and routines to effectively load into Blackboard.

Provides staff/faculty training, process improvement, and drafts policies and procedures for Blackboard operations.

Conducts remote site training, local training sessions, and virtual training sessions on LLC applications.

Works with video medium, recording moving images on tape, disk, or other digital/electro-mechanical device, or live broadcasts.

Provides camera, lighting, and other aspects to create video footage for upload onto portal and/or incorporation into virtual training packages.

Builds courses in ATRRS to match courses on proponent Blackboard application and accommodate push and pull of student information between systems.

Creates courses in ATRRS for new proponent courses and retroactively creates and adds current courses and course cohorts to ATRRS.

Pulls limited student rosters from ATRRS, batch-enrolls into Blackboard, and assists course managers with process as necessary.

Pulls limited student rosters from school-specific area of Blackboard application and batch-enrolls students into ATRRS.

Ensures student data is consistent between systems.

Provides graduation information to course manager or other assigned organizational POC and archives student records.

Creates and maintains organizational system for archive of student records.

Fort Eisenhower Employee:

Perform technical computer-related requirements to sustain the Cyber Center of Excellence (CoE) LLC in support of the Future Force.

Provide Subject Matter Expert Support to maintain and expand capabilities and offerings for resident training and on-line training support.

Provide technical software enhancements for Government use in implementation of Digital Libraries supporting storage of simulations and web-based training software databases, consisting of a comprehensive search capability; technical support for Support Desk that assists remote users, direct in-coming calls to SMEs who can assist users with technical problems, and provide other relevant assistance as required.

Develop and improve Student Management databases and integrate within existing student management capabilities, enabling Government personnel to manage students' training needs.

Provide links and scripts to pull data into site from various local and Army-level databases, technical support, training to schoolhouses and directorates in developing forums, discussion groups, and document libraries for collaborative intranet environment, training materials for academic delivery systems, and Database Management Cells providing administration of academic content database servers, integrated client-server communications, digital library, expertise for limited modifications of new simulations, and responsibility for testing new simulations for compatibility with existing systems.

Responsible for maintaining Student Learning Management databases of all training programmed and accomplished and submit documentation of support for Government review.

Perform Extension Campus Support.

Analyze appropriate locations to use lifelong learning content, and submit documentation to Government identifying locations.

Develop plans and recommendations to improve/correct incompatibilities between lifelong learning content and available hardware/software/facilities at Extension campus site.

Develop methodology for presentation of capabilities to potential VTC locations.

Analyze "Unit Universities" content offerings and prepare plans and recommendations to incorporate content items into Digital Library.

Work with Accreditation and Evaluation experts to write and execute content standardization plan to standardize content across and among Unit Universities and proponent, describe procedures for acquiring certification of content.

Maintain and update policies/procedures/guidelines for Unit Commanders and staff to train and support students.

Write reports, prepare and deliver briefings, and publish updates on status of program.

Develop input to school master plans.

Capture school-level metrics, Data, and records that are useful in reporting performance and activities.

Collect data and maintain records of time spent using systems, amount of time spent on system by user, time of day use occurs, time taken to modify and post content, percentage of resident vs. non-resident users, number of users trained / training validation, Army Training Help Desk trouble tickets, number of active users on system, and feedback through polls and surveys.

Collect data and maintain records of feedback through polls and surveys, system down-time, Time of operation under continuity of operations procedures (COOP), Bandwidth utilization.

Collect data and maintain records of manpower resources used to create a knowledge object, instructor-student hours, and resource scheduling.

Make recommendations to Government for establishment of Rapid Courseware Development / Maintenance Model (RCDMM) that enables Instructors and Training Developers to create and update courseware packages from database, leading to TRADOC compliant courseware in a reduced timeframe.

Perform COR-approved experimentation with state-of-the-art collaboration tools.

Maintain/Update LLC SOP to serve as template for other proponents.

Develop and submit recommendations on evolving education and training concepts pertaining to continuous IT education and training within Cyber CoE Regiment.

Host web portals for other proponent schools.

Leverage Classroom XXI and Distance Learning assets.

Write Extension Campus Implementation Plan that establishes procedures and prioritizes units to serve as Extension Campus sites.

Coordinate on-going projects with operational unit, Reserve and National Guard and other units and organizations as required.

Fort Leavenworth Employee:

Administer the Learning Management System (Blackboard Learn) in a cloud computing hosted environment in support of all schools associated with CGSC and Army U.

Manage and administrate Blackboard Learn Web- Based Application and provide advice on best use in support of curriculum management and academic execution.

Must be capable of administrating Blackboard Learn and associated Blackboard application as future versions are released.

Must have at least 3 years’ expertise with Blackboard Learn application, SQL database administration, and data import/export using SQL.

Support includes, but not limited to, establishing course and domain level administration accounts, creating courses in Blackboard Learn, managing content collection in Blackboard Learn, configuring application settings to optimize performance, batch enrolling users into courses, gathering data in response to ad hoc queries, and configuring and maintaining add-on building blocks in Blackboard Learn.

Execute user requests within 3 business days or provide plan of action for completion of tasks requiring more than 72 hours of response time.

Provide instructor-led training to Students and Faculty of CGSC and Army U. and associated schools in use of Blackboard Learn, SharePoint, Blackboard Collaborate and other education technology applications.

Must be capable of altering and/or adjusting training to support additional learning applications as determined by Government.

Provide instructor-led training in person, on location, or remotely using collaborative technological means.
