Data Management Subject Matter Expert

This role is not only advisory but serves as a Data Management SME focuses on assisting the Client Team standing up key functions, towards determination and implementation of the DoD Data, Analytics, and Artificial Intelligence (AI) Strategy within the agency. The ideal candidate will have a diverse skillset, with expert knowledge in areas including data engineering, data science, data stewardship, governance, quality assurance, knowledge management; and data management life-cycle.
DUTIES
Serves as SME and senior advisor to and directly supports the Chief Data Officer with regard to development and implementation of the DoD Data, Analytics, and AI Strategy within the agency.
Maintains broad situational awareness in support of the IT-KT mission and future strategy, advising Leadership, as appropriate.
Provide SME across data management domains, such as data governance, data strategy, data architecture, metadata management, data requirements, data engineering, data quality, and data integration.
Participating in DoD and the Client team and other external meetings and working groups.
Coordinate with external stakeholders, unified combatant commands (CCMDs), Defense Agencies, etc., concerning their data and analytic requirements.
Prepare detailed reports, presentations, and white papers for senior leadership by analyzing and interpreting data. Clearly presents (oral and written) project goals, project progress, ideas, dashboards, data analysis, plans, and strategies.
Investigate existing systems and technologies and document data sources, technologies, and analytics products.
Define standards and attributes needed for an Enterprise Data Catalog.
Coordination of data use cases and needs across the agency and with external partners.
Lead/Coordinate pilot projects or Proof of Concepts involving data analytics projects.
Providing support to various business process improvement efforts.
Additional duties as assigned.
REQUIRED SKILLS AND QUALIFICATIONS:
Bachelor’s degree and 5+ years or Master’s and 3+ years of related experience
Strong problem-solving, systems analysis, planning, organizational, and interpersonal skills.
Strong foundation in applying data management domains with ability to communicate data management concepts and best practices to data engineers, data architect, and data steward, to support implementing a data management framework.
Understanding of related technologies (e.g., relational and non-relational databases, cloud platforms, data catalogs, data modeling, ETL, SQL, and Python).
Excellent written and verbal communications skills.
Demonstrated proficiency with Microsoft Office tool suites
Ability to work collaboratively and independently
Ability to proactively and quickly learn technologies and solve problems
Strong attention to detail, oral and written communication, critical thinking, and problem solving skills
Top Secret / SCI clearance required
DESIRED SKILLS AND QUALIFICATIONS:
Experience working with the U.S. government on areas concerning national security.
Experience supporting DTRA Cloud Technologies, Data Engineering/Data Science knowledge, Cloud technologies, Analytic Tools
