DESCRIPTION: This position directly benefits the Warfighter by supporting the linking of Joint and Multi-Service Chemical, Biological, Radiological, and Nuclear Defense (CBRND) requirements to today's dynamic concepts of operation and participates in the support framework for the JRO-CBRND to develop Joint CBRND capability requirements. The CBRN Analyst (Mid-level): Non-Materiel Capability Analyst will identify, collect, analyze, and develop non-materiel solutions to validated Joint CBRN capability gaps.The analyst will assess capabilities across the DOTmLPF-P (Doctrine, Organization, Training, materiel, Leadership, Personnel, Facilities, and Policy) spectrum, with a specific focus on Policy, Organizational, and Personnel solutions.This analyst will assist the JRO to develop, analyze and evaluate non-materiel CBRN defense and CWMD requirements for the Joint Staff, the Chemical and Biological Defense program (CBDP), and the Services.

Primary duties will include (but not limited to):

  • Plan, coordinate, draft, and develop non-materiel requirement documents, primarily the Joint DOTmLPF-P Change Recommendation (JDCR) in coordination with JS, Services, CBDP and Combatant Command representatives in accordance with the JCIDS manual.
  • Plan, coordinate, and oversee implementation of validated and approved JDCRs with all relevant stakeholders, to include the tracking of active tasks, official closure of completed tasks, development of POA&Ms, and regular updates and briefings on JDCR status.
  • Coordinate, support, and advance other customer initiatives to promote non-materiel CBRN Defense capability efforts. Employee may be required to work actions and efforts not aligned to non-materiel capabilitites but supports the larger JRO-CBRND strategy.
  • Provide support and inputs to Capability Based Assessments as required and provide non-materiel recommendations.
  • Develop and complete Joint Staff Action Packages (JSAPs) to accomplish tasks as required. Submit tasks with the current JS Task Management Tool.
  • Submit documents into the JS Knowledge Management/Decision Support (KMDS) system as required.
  • Develop and provide senior-level briefings as required.
  • Plan, coordinate, prepare for, and lead a variety of meetings and forums consisting of internal and external stakeholders, present information, lead discussions, present briefings, and capture action items and minutes. Meetings may be in-person, virtual, or blended.
  • Prepare regular reports, briefs, informational papers, and other similar products on various identified technical or programmatic issues.
KNOWLEDGE AND SKILLS:
  • Must have knowledge of current DoD policies, organization, processes, and doctrine; Joint Capability Integration and Development System (JCIDS); Joint Staff Action Package (JSAP) and current JSAP staffing Task Management Tool (TMT).
  • Must have excellent verbal and written communication skills. Comfortable briefing large, diverse and high-level audiences.
EDUCATION / EXPERIENCE REQUIRED:
  • 7-10 years of relevant technical area experience or more, normally equivalent to military O-4/W-3/GS-13 or above.
  • Experience on Joint, OSD, CCMD and/or a Military Department staff is desired, preferably with experience in the CBRN Defense/CWMD area.
  • Minimum of an earned Bachelor's degree with a major relevant to the duties of the position. Advanced degree in associated discipline is desired.


PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: This is a normal office working environment.

TRAVEL REQUIREMENTS: 25%.Could surge occasionally depending on customer requirements.
