Decision Support System Specialist

This position, which is subject to the general supervision of the Chief of the Interstate, Federal and Water Information Section, serves as the staff authority on the development, implementation and maintenance of Colorados Decision Support Systems (CDSS) and other water information management tools at the CWCB for the states major river basins (the Colorado, White, Yampa, Gunnison, San Juan, Rio Grande, South Platte and Arkansas River Basins). This position oversees the management of the CDSS on behalf of CWCB, in conjunction with the Division of Water Resources. The long term imperative of this position is to ensure that the CDSS and its components are useful, accessible, functional, and maintained in high quality for the states water users. This position will manage active development of Basin DSS Studies. This position also conducts and contributes to technical analyses including Recovery Program depletion accounting, annual reporting requirements from interstate organizations such as the Arkansas River Compact Administration, the Colorado River Basin Salinity Control Forum, the State Water Supply Initiative Update, and interfaces with the CWCB GIS Team to support various efforts like irrigated lands analyses.

This position may require occasional travel.

Specific Duties Include:
Manages the Decision Support System development, maintenance, and implementation
Serves as technical advisor on intrastate and interstate issues involving modeling
Reviews water resource studies and legislation of intrastate or interstate concern

Minimum Qualifications:
Eight (8) years of professional work experience in water resources

modeling, mapping, engineering, and/or hydrologic work.
- OR -
Graduation from an accredited college or university with a Bachelor's degree in engineering,

natural resources, natural sciences or environmental science, hydrology,

environmental

or natural resources economics, climate science with a focus on water, or closely related field of study.
AND
Four (4) years of professional work experience in

water resources

modeling, mapping, engineering, and/or hydrologic work.

Substitutions:
Additional appropriate education will substitute for the required experience on a year-for-year basis (Bachelors equals four years, Masters equals two years, Doctorate equals one year).
Preferred Qualifications:
Current or former State experience relevant to this position.
Masters Degree in in engineering, natural resources, natural sciences or environmental science, hydrology, environmental or natural resources economics, climate, science with a focus on water, or closely related field.
Experience with CDSS, StateMod, and CRSS and CRMMS in RiverWare.
Knowledge of Colorado Compacts, policies and related issues.
Knowledge of Colorado water rights and prior appropriation doctrine.
Work experience with state agencies and/or interstate commissions.
