The successful candidate will have experience working in Northern Virginia coupled with an understanding and ability to interpret local and state regulations. **This position may be filled as an Engineer II or Senior Engineer based on qualifications and experience of applicant pool.** This position is open until filled. Essential Job Functions The next Engineer II / Senior Engineer will provide overall coordination and assist with oversight as a project manager for multidiscipline projects, designed by in-house staff or consultants, of ranging complexity, type and scope. Project responsibilities will include transportation (e.g. new roads, road widening, pedestrian, ped/traffic signals and bike ways); and could include sanitary, stormwater, and water conveyance/distribution systems and related facilities; and other city projects and ensures delivery within defined objectives, priorities, budgets, and deadlines. Attends construction meetings and reviews contracts; develops project scopes, cost estimates, biddable plans and specifications, and schedules for City Projects. The successful incumbent will assist in challenging issues such as utility conflict resolution and relocations. Performs typical Civil Engineering design and prepares feasibility studies, reports and construction drawings using engineering software suitable for use in invitations to bid for public improvement projects including, but not limited to roads, sidewalks, water, sanitary and stormwater distribution and conveyance systems. Knowledge of grading, road, utility, BMP/SWM, and Erosion and Sediment control design, deed research, construction plan preparation, plat preparation (used for right-of-way and easement acquisition), preparation of bid documents, and construction management (problem solving during the construction phases). Evaluates and assesses the impact of design of public and private infrastructure related to drainage and storm water run-off including hydrology and hydraulics in relationship to City and State regulations. Assists with excavation permit reviews and inspections as well as CAD support on an as needed basis. Provides project quality control for consultant designs and construction documents; reviews plans submitted by consulting engineering firms for City projects to determine if they meet design requirements, and for cost and compatibility with City standards, guidelines and operational needs; verify invoices for payment. Assists in the development of the Capital Improvement Project (CIP) program and construction management for various projects. Provides technical guidance and support to other inter-governmental departments within the City; recommends revisions to the Design and Construction Standards Manual and related documents; Provides technical responses to questions posed by developers, civil engineers, contractors, citizens and others throughout the jurisdictional area. Assists engineering staff with performing review of civil engineering aspects of all site development plans to ensure compliance with applicable laws, ordinances, regulations, and standards: evaluates various elements such as and assess the impact of the proposed project with regards to construction and installation of utilities infrastructure, traffic & transportation, drainage and storm water run-off, hydrology & hydraulics, flood protection, grading & erosion control, zoning and land use, and water and sewer appropriateness, and related issues; approves plans and issues permits or initiates any actions necessary to correct deviations or violations; and works with developers/engineers to modify plans for conformity. Performs other duties as required. Minimum Required Qualifications Bachelor’s degree in Civil Engineering required; supplemented by three years of civil engineering experience, preferably in transportation, stormwater or public utilities; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities for this position.

Engineering in training (EIT) certification is required. Bachelor's degree from a four-year college or university in Engineering and, five years of progressively responsible related experience; or, any combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.

Must possess and maintain a Professional Engineer in the Commonwealth of Virginia. Special Requirements Must possess and maintain a valid Virginia driver’s license and a

license. May be required to possess additional certification(s) as deemed necessary by the City.
