Summary

CES is seeking a Preconstruction Manager (PCM) who will have overall responsibility for construction estimating and sales. This PCM acts as a key leader in the entire work acquisition process including management, coordination and delivery of the preconstruction services for the pursuits.

Essential Functions:
  • Oversees the construction estimating department.
  • Runs weekly go/no go meetings and plays key role in selecting projects to bid and managing our estimating resources.
  • Generates plumbing & mechanical scope and budgets for selected projects that have incomplete bid documents.
  • Reviews the bid documents and accesses risk associated with drawings, specifications, project schedule, bonding requirements, customer contract terms and conditions and all other relevant documentation used in bid preparation.
  • Builds and maintains relationships with construction managers, Owners and design professionals in the construction markets we serve.
  • Oversees qualifications and assumptions that align with the contractual requirements of the project.
  • Leads internal CES estimate review and bid process during team meetings.
  • Ensures that we attend all pre-bid meetings and walk existing facilities prior to submitting proposal.
  • Provides value alternative solutions taking into consideration cost, schedule, maintenance, and life cycle cost implications.
  • Acts as the team liaison between estimating and operations.
  • Takes a lead role in presenting and negotiating work with construction clients.
  • Tracks final bid prices from competitors; performs forensic analysis on lost bids to improve estimating process.
  • Attends Staff and Management Team meetings and provides updates as to the state of the Preconstruction Department and outlines pursuits and awards.
  • Works with the marketing department to generate high quality Q&E material and presentations.
  • Assists in the development and training of the preconstruction staff.
  • Assists the marketing team to support the relationship management plan with owners and key stakeholders in the markets that CES covers.
  • Builds and maintains solid relationships with subcontractors and vendors to obtain a competitive advantage within the industry for CES.
  • Attends industry events and represents CES within the industry in a professional capacity.
Qualifications
  • Bachelor's degree in Construction Management, Architecture or Engineering
  • 10+ Years of applicable estimating, construction management and/or field management experience.
  • Minimum 5-10 years' experience on large commercial construction projects
  • Proven experience managing preconstruction for large scale projects with emphasis on highly complex projects
  • In-depth knowledge of construction principles/practices.
  • Experience dealing with subcontracts, subcontractors and/or self-perform work.
  • Ability to communicate effectively and ability to promote outstanding customer service and client Communication with owners and architects/engineers in connection with field issues. Investigating and resolving such issues.
  • Good leadership and supervisory skills to motivate employees and keep morale.
  • A valid Florida Driver's License is required. Incumbent must be insurable at all times by current CES insurance carrier
