Pay Range: In accordance with the City of East Chicago’s Salary Ordinance passed by the Common Council POSITION SUMMARY Under the administrative direction of the Director / City Engineer, the Associate Engineer assists and supports the City Engineer on assigned projects. The Associate Engineer must be able to work independently but also succeed as part of the project team. The responsibilities of the Associate Engineer include being a representative for the City for construction operations which requires an understanding of construction methods, procedures, and administrative processes, excellent documentation skills, and good interpersonal skills to communicate effectively with all members of the project (both internal and external). The Field Engineer must be a flexible and adaptable team player. ESSENTIAL DUTIES AND RESPONSIBILITIES The below statements are intended to describe the general nature and scope of work being performed by the position. This is not a complete listing of all responsibilities, duties, and/or skills required. Other duties may be assigned. Communicates and helps to enforce the City ordinances. Prepare work plans and work packages Participate, record, and in some cases oversee quality assurance measures Maintain organized and detailed project records Attend project meetings as directed by the Project Engineer Perform additional assignments per the City Engineer's direction. Prepare and oversee the preparation of engineering designs, specifications, and cost estimates for a wide variety of capital improvement projects. Meet and confer with developers, contractors, engineers, and the general public relative to the city policies, regulations, and procedures. Coordinate discrepancies and problem situations with outside parties. Ensure the effective coordination of work and project development between the Engineering Department/design consultants and the operations/maintenance departments. Prepares cost estimates for the budget. Attends and participates in Tech Review, City Council, Board of Works, and conferences as necessary. Check site plans for adequacy of easements, water and storm drainage facilities, traffic flow, and parking. Check construction plans for site development, buildings, and subdivisions to ensure that the design meets all applicable codes and regulations. Work with a land surveyor to plat all streets alleys and public places in the City and preserve a record thereof. Keep a record of the grades of all streets, alleys, sidewalks, and other public places. Maintain map records of all sewer, water, and pipe conduits both public and private, showing the size, depth, inclination, location, and date of construction and record every change such as new connections, improvements, etc. Work with contractors to build a set of “As Built” drawings for future reference. Traffic Engineering Design traffic signals including the preparation of project specifications. Program timing of traffic signal controllers. Inspect traffic signal construction projects. Plan to check traffic signal plans and specifications prepared by various developers. Building and Safety: Assist in reviewing building construction plans for structural integrity and code compliance. Perform plan checks for residential, commercial, and industrial projects; make recommendations on engineering problems as necessary. QUALIFICATIONS Required Knowledge of: Basic operations, services, and activities of assigned engineering program. Principles and practices of contract administration, negotiation, and management techniques. Principles and practices of structural engineering and architecture. Traffic engineering and traffic signal design fundamentals. Methods and techniques of traffic signal equipment maintenance. Principles and practices of engineering pertaining to the design and construction of water and sewer plans, specifications, and estimates. Drafting techniques and computer-aided drafting (CAD) systems. Geographic information system (GIS) software. Computer applications related to project management and tracking. Research methods and sources of information related to assigned area of work. Basic procedures, methods, and techniques of budget preparation and control. Modern office equipment including computers. MS Office including Word, Excel, Outlook, Publisher, and PowerPoint; Ability to: Administer construction and maintenance contracts. Prepare and/or review construction documents and specifications. Manage multiple projects and activities. Inspect traffic signal construction projects. Review and prepare change orders and progress payments on engineering construction projects. Plan to check traffic signal plans. Interpret and explain City policies and procedures. Prepare and administer program budgets. Prepare clear and concise reports. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Establish and maintain effective communications and working relationships with employees, government officials, and the public. Work effectively with other members of the Engineering Department staff, and personnel from other departments/divisions within City government. Evaluate and interpret engineering and other technical data. Contribute to team meetings on workplace issues and problem-solving. Listen to team members' ideas and suggestions. Maintain discretion and confidentiality at all times. Conduct project status meetings at appropriate intervals. Drive EDUCATION AND EXPERIENCE Education Bachelor’s degree from an accredited college or university with major coursework in Civil Engineering, Construction Management, or a related field. Experience Prefer a minimum of one (1) to three (3) years of related engineering / civil construction experience desirable. Licenses or Certifications: Possession of a valid driver’s license. Passed Engineer In Training (EIT) Exam PHYSICAL DEMANDS AND WORKING ENVIRONMENT The conditions herein are representative of those that must be met by an employee to successfully perform the essential function of this job. Environment - Work is performed in a busy office setting and the field environment, working with the general public. Physical – The position primarily involves sedentary work, occasionally sitting, regular inspection trips, frequently standing with occasional stooping, kneeling, squatting, bending, and reaching. Some tasks may require the ability to exert light physical effort which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of light weight (5-10 pounds). Climb ladders and slopes; Occasionally lift and/or move up to 40 pounds; operate motorized vehicles. Occasionally exposed to harsh weather, fumes, odors, and dust. Tolerate wearing required safety equipment while working. Tolerate working in confined spaces. Tolerate hazardous/stressful/ emergency working conditions. Vocal – Vocal communication is required for expressing or exchanging ideas by means of spoken words and conveying detailed or important instructions to others accurately, loudly, or quickly.
