The IT Purchasing & Asset Management Specialist will support the IT Business Manager and the IT Organization at Pemex Deer Park. They will implement and maintain an item level inventory from IT contracts such as telecom, hardware, software licenses, SaaS, cloud, and other related services. They should have a strong understanding of IT contract types, knowledge of IT assets types, and experience in IT Purchasing. A successful candidate must seek to understand the Refinery business and its products & services looking for optimization opportunities in the ever-changing IT industry. They will achieve cost savings and bring clarity to IT contracts ensuring IT all assets are captured, assigned correctly, and actively used. Stakeholder Management Accountable for the daily and long-term strategic management of software and technology related hardware within the organization, including planning, monitoring, and recording software license and/or hardware assets to ensure compliance with vendor contracts. Assist in forming procurement strategies to optimize technology spend across the organization. Develop and implement procedures for tracking company assets to oversee quality control throughout their lifecycles Provide an accurate account of technology asset lifecycle costs and risks to maximize the business value of technology strategy, architecture, funding, contractual and sourcing decisions. Ability to categorize applications as subcategories such as: licenses, SaaS, Maintenance and assign them to users using the SNOW approval flow and request process. Create and maintain contract information in Coupa such as business sponsor, term periods, and the need/purpose/use of each IT contract. Validates the inventory/user list quarterly with the supplier for any discrepancies. Creates, maintains, and defines lifecycle for the HAM (Hardware Asset Management) and SAM (Software Asset Management) in Service Now Knowledge of, or ability to learn IT tax rules related to contracts for software hosting and maintenance support locations, and the difference between perpetual licenses vs annual licenses on contracts related to purchasing. Value Generation & Protection Advises the IT team on synergy opportunities such as duplicated contracts or multiple vendors that offer the same services- proposes and executes on consolidation & optimization actions for cost benefit and agile practices. Managing, controlling, and protecting the organization's IT assets (i.e., hardware) throughout their life cycle, from acquisition through final disposition Identify IT assets assigned to inactive users that can be reallocated, assigned, or cancelled for cost savings. Provides support toward resolution of any claims, conflicts, product non-conformance or quality issues. Ensures that contract credits are issued per agreement if owed to Pemex Deer Park due to supplier faults. Business Intelligence & Innovation Generate ad-hoc reports such as product type, spend per user, spend per department, spend per supplier, contract start & end dates, cost per new hire, costs per business unit, and other analytical reporting. Collaborating with Pemex Deer Park business teams and Pemex Procurement International to further improve IT contract and procurement processes. Draft, define, and revise IT procure to pay (P2P) processes and HAM/SAM into training or playbook manual. Dimensions: Will support the IT Organization by providing further clarity and planning IT, purchasing with potential to also support IT Ops as needed for shared hardware/software suppliers. Will report to the IT Planning & Governance Lead and provide IT budget and contract support as needed as a back-up. Will work daily with core IT team (Infrastructure, Security, Applications, and Operations). Deer Park Refinery at 5900 Hwy 225 9/80 Schedule, Hybrid options Current IT environment: Users at site: 1500 IT Suppliers: 200 IT Opex: 38 MM IT Capex: 10MM Skills & Experience Required: Bachelors Business or Supply Chain degree preferred or relative work experience. Previous experience of working on a purchasing team preferably in Oil & Gas, or IT environment Experience with IT agreements, IT contracts, IT MSA, and IT NDA. Knowing the order of the documents and purpose behind each one. Effectively present information and respond to questions from groups of managers, executives, end users, and suppliers. Experience working in major ERP and / or Source to Pay solutions (preferably SAP and Coupa). Experience working in an ITIL platform such as Service Now Ability to work with mathematical concepts such as fractions, percentages, ratios, probability, and proportions to practical situations. Understand Value Added Resellers/ 3rd party reseller roles as a supplier of IT hardware and software, along with the cost advantages/disadvantages. Ability to multi-task and work across a range of projects and issues with various timelines and priorities. Strong communication and interpersonal skills. Spanish is a plus but not required. Team player, self-driven, logical, organized, and collaborator. Proactively listen, assimilate information and clarify where conflicting or missing information may exist. Certificates (preferred): ITIL or knowledge of the IT Purchasing & Asset Mgmt. role within ITIL framework. IT Asset Management or Technology Procurement Certifications
