Construction Department Lead

CTL Engineering is hiring a Department Leader to manage our Construction Inspection Team (WVDOH projects) CTL Engineering (www.ctleng.com) is an award-winning, full-service consulting engineering firm with (15) locations across OH, IN, WV, KY, NC, SC, and VA with a rich history over our (98) years in business. We provide civil/site design and land surveying, environmental, geotechnical, construction administration & inspection, accident reconstruction, roofing/building envelope, A/V system design, troubleshooting & installation, transportation design (bridge/roadway), and specialized testing services to the construction industry. We are looking for a Department Leader who will play a key role in all aspects of construction administration, inspection and testing services for state (WVDOH), county, and local Clients. You'll be managing our Team for testing and inspection aspects of a wide range of projects, including primarily roadway/bridge, but may also include some aviation/airport, commercial, municipal utility/infrastructure sector projects. You'll leverage your expertise in construction inspection and creative problem-solving skills while collaborating closely with institutions/municipal agencies. Highlights: This position works independently on broad projects under direction of a Regional Construction Service Line Manager while managing a team of direct reports andprojects. The current Team size is 10 employees with future growth anticipated in the near term. Projects are typically in the greater Morgantown area/northern West Virginia region and the greater Charleston area/west-central WV region. Frequent travel within this region is expected. WVDOH large project experience is a strong plus, as well as WVTRET Certification. Responsibilities: Monitor and enforce quality standards and specifications. Assist with growing the Inspection team (WVTRET) and project backlog. Recruit, manage, and train/mentor Team members (TRETs). Read project drawings, specifications, and work on a variety of construction projects. Oversee construction administration and inspection services for state, county and local roadway and bridge projects and municipal utility or infrastructure projects. Monitor and enforce quality standards and specifications. Oversee the Inspection of construction projects to ensure contractor compliance with state specifications, plans and/or proposals on roadway and bridge projects. Verify plan quantities and calculations are within bid plans. Prepare and maintain project records and reports in a timely manner. Notify the Contractor or the Project Engineer with status updates or about non-conforming work. Conduct quality control testing at project sites, including concrete, soils, masonry, asphalt, aggregate and reinforcing steel. Performs other duties as assigned by the Project Engineer or Project Manager. Knowledge, Skills and Abilities: Knowledge of engineering, construction, testing and inspection principles. Experience with materials and lab testing. Experience with quality control testing and compliance specifications. Experience with standard testing and observation methods. Ability to read project plans and construction documents. Understanding of construction or engineering services. Experience in performing quality control initiatives and performance testing. Skill in lab reporting, writing reports and maintaining records. Ability to manage projects with little/no supervision. Demonstrated ability of monitoring construction and demolition environments. Must be able to interact well with others. Strong written and verbal communication skills. Ability to work in external environment conditions during difficult weather. Ability to provide status updates independently. Be quality-minded and client-focused. Minimum Qualifications: Targeting 15+ years of experience with WVDOH-related projects. PE licensure (*West Virginia) is a plus but not required. Extensive knowledge of highway construction specifications and previous field experience. Experience with concrete, asphalt, earthwork, and utility construction engineering services and inspection/testing. Preferred certifications but not required: ACI Grade I, DOT Asphalt Tech, NICET Level II Soils, ICC Special inspections. Must have a valid driver license and an acceptable driving record.
