If so, the City of Carpinteria may have an opportunity for you as the next Management Analyst I Under general supervision, performs a variety of tasks and duties pertaining to programs and projects in various areas including, but not limited to, finance/accounting, general government, human resources, and risk management; coordinates assigned activities among departments and with outside agencies.

Management Analyst I is the professional entry-level class in the Management Analyst series. Incumbents assigned to this class perform routine organization duties, policy and procedure research and analysis, budget functions, and department functions as assigned. Management Analyst I assignments are generally more routine in nature and performed within a framework of established procedures. Include but are not limited to the following: Assumes management responsibility for assigned services and activities within the department including finance/accounting, human resources, risk management, and information systems. Oversees and participates in the department’s finance and business operations including the development and administration of the annual budget and the forecasting of funds needed for staffing, equipment, materials, and supplies; and monitors expenditures. Manages and participates in the development and implementation of goals, objectives, policies, and priorities for the department; conducts a variety of organizational studies, investigations, and operational studies; and recommends modifications to existing departmental programs, policies, and procedures as appropriate. Evaluates and monitors the efficiency and effectiveness of service delivery methods and procedures, permit fees, and service charges; recommends, within departmental policy, appropriate service and staffing levels; and sets priorities and policies. Plans, coordinates, and reviews the work plan for assigned staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; and meets with staff to identify and resolve problems. Assists in the selection, training, and evaluation of assigned personnel; provides or coordinates staff training; and works to correct deficiencies. Performs contract administration and negotiation functions; and coordinates work with vendors, consultants, and outside interest groups. Maintains assigned websites. Administers and maintains assigned systems and standards, which may include master file, user profile, and password creation and maintenance. Assists in preparing and negotiating contracts; Coordinates contract administration. Serves as a liaison with other departments and outside agencies; negotiates and resolves sensitive and controversial issues; and responds to media inquiries. Serves as staff on a variety of boards, commissions, and committees; and prepares and presents staff reports and other complex studies. Attends and participates in related professional group meetings and stays abreast of new trends and innovations. Establishes and maintains effective communication, coordination, and working relationships with City staff and the general public. Responsible for related duties as required or assigned. EDUCATION/EXPERIENCE: A combination of experience and education equivalent to a Bachelor's degree in business or public administration or a related field; AND experience as follows:

Management Analyst I: Requires one year of professional administrative/analytical experience. Public sector experience is desirable. A Master's degree, plus completion of an internship with a local government agency, is also qualifying.

LICENSE(S)/CERTIFICATION(S): All licenses and certificates must be maintained as a condition of employment. A valid appropriate California driver’s license may be required. Maintain a satisfactory driving record.

KNOWLEDGE: Principles of organization and management; principles and practices of public administration; principles of statistical and financial analysis; all Federal, State and city laws, codes, ordinances related to area of assignment; related specialized computer systems; principles of data collection, research techniques and methods; basic accounting principles, budget monitoring and expenditure; basic principles and practices of supervision and training; methods and techniques for basic report preparation and writing; basic principles and practices of grant writing and administration; modern office equipment including a computer and applicable software; sources and availability of information; principles, methods and practices of municipal finance, budgeting, accounting and personnel management.

SKILLS/ABILITIES: Analyze statistical and financial data and trends forecasting; prepare and interpret tables, charts, graphs, and flow charts; prepare clear and concise administrative and financial reports; analyze and evaluate new and existing service delivery methods and standard operating procedures; apply applicable laws, codes and regulations; communicate effectively, both orally and in writing; understand and follow verbal and written instructions; analyze data, situations and research materials formulate options and make recommendations; properly interpret and make decisions in accordance with laws, regulations and policies; review organizational and administrative problems and recommend and implement an effective course of action; prepare complete and accurate reports; establish and maintain effective working relationships with others.
