Position Title: Data Engineer

Responsibilities:

The Kathleen Blanco Public Policy Center at the University of Louisiana at Lafayette is an independent, interdisciplinary research center and archive engaged in research across a range of topics in public policy. The Louisiana Legislature has designated the Blanco Center as the administrator of a new state administrative data center for longitudinal research called LA FIRST to support Louisiana public policy research. The Data Engineer is responsible for establishing and leading a modern data center solution for LA FIRST that prioritizes data security, privacy, and confidentiality.

Essential functions:
  • Lead the Information Division of LA FIRST and its annual and multi-year projects and ongoing activities, including strategic planning, budget planning & management, annual planning, and project management and implementation
  • Design, implement, and manage SQL Server databases for LA FIRST, including producing and maintaining reference architecture and technical solutions documentation
  • Create modern data processing pipelines to integrate files from different sources; create a deployable and reusable pipeline template for the team; and create and educate team members on best practice documents for data pipelines
    Develop, communicate, and carry out data governance and data management plans for the LA FIRST data center in alignment with the Louisiana Office of Technology Services (OTS) and UL Lafayette Information Technology Services (ITS)
  • Create knowledge base documents and on-boarding documents for the team
  • Drive collaboration and coordination with the Louisiana Office of Technology Services (OTS) and collaborating state agencies to customize LA FIRST data center solutions, including:
  1. Process to request and issue OTS equipment, software, and platform access to LA FIRST staff at the Blanco Center
  2. LA FIRST user agreements & required user training for LA FIRST staff
  3. Secure file transfer solutions to OTS environment for research use
  4. Configuration and maintenance of database servers and processes, including monitoring system health and performance and auditing use and security
  5. Maintain, carry out, and/or monitor data acquisition & retention schedules
  6. Data quality checks and related feedback to OTS and state agencies
  • Establish and implement critical business processes for LA FIRST data center, including but not limited to
  1. Staff technology onboarding
  2. Matching & identity resolution
  3. Deidentification and creation of a globally unique identifier (GUID)
  4. Research file preparation, access, and use
  5. Information and research division access & use
  6. Common data elements
  7. Data masking and data security implementation
  8. Data quality setup
  • Update business knowledge, technical skills, and soft skills; leverage educational opportunities; and participate in professional development to achieve the goals of LA FIRST
  • Leverage national resources and connect to network of state teams implementing and maintaining longitudinal state administrative data systems to learn best practices and inform LA FIRST strategy


Qualifications:
Required Qualifications:
-Bachelor's degree in Computer Science or related field
-At least 3 years of experience as a data engineer
-Familiarity with SQL Server data warehouse development and documentation experience

Preferred Qualifications:
-Experience with Microsoft SSAS, SSIS, SSRS, and/or SSMS
-Academic research data management experience
-Strong analytical and problem-solving skills
-Strong collaborator and team player
-Effective oral and written communication skills
-Experience building and maintaining data governance & management systems
-Ability to work independently on assigned tasks and collaboratively in teams
-MS SQL Programming: Write and optimize SQL queries, stored procedures, and views
