General Summary:

Responsible for developing and leading transportation planning studies for capital projects including light rail, commuter rail, streetcar, bus, and/or transit facilities, including planning for sustainability-related elements, transit-oriented land use or station area planning, and integration and coordination of other modes or services to enhance connectivity and accessibility. Position will oversee the activities of consultants engaged in planning studies and capital projects. Efforts may entail feasibility studies, conceptual and preliminary design of new transit facilities or mobility hubs, sustainability plans, mobility program development, corridor development and environmental analysis; financial feasibility/cost estimates; grant development; and long-range system planning.

Essential Duties and Responsibilities:
  • Develops and leads planning studies and programs, station area planning; capital facilities and corridor planning; environmental analyses and long-range system planning.
  • Supports the agency in advancing sustainability initiatives.
  • Coordinates with local jurisdictions and regional agencies to ensure integration of land use, policy, and mobility elements.
  • Incorporates public and agency involvement, including disadvantaged or underrepresented communities.
  • Identifies and develops grant proposals and supports the implementation of grant initiatives.
  • Oversees, checks work of, and instructs consultants on assigned projects. Monitors performance of work to assure compliance with project objectives. Provides interface between planning contractors and DART.
  • Develops, administers, and finalizes multiple projects with minimal supervision. Identifies and resolves complex problems and opportunities within the development process.
  • Prepares a variety of analytical reports, studies, documents, and presentations.
  • Performs other duties as assigned.
Minimum Knowledge, Skills, and Abilities Required:

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
  • Bachelor's degree from an accredited college or university in Urban Planning, Transportation Planning, Public Administration, Engineering, or a related field.
  • Five (5) years progressively responsible transportation and/or land use planning experience such as transit/mobility plan, program development, and engineering plan review, to include experience coordinating planning activities between various jurisdictions, multiple departments and disciplines, federal transit programs, and standard long-range transportation planning practices.
  • Proficiency of PC software applications to include Microsoft Office or other related software applications and established telecommunications equipment.
  • Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  • Knowledge of sustainability and application in transit and mobility programs.
  • Knowledge of zoning and land development process.
  • Knowledge of NEPA/environmental reviews.
  • Ability to direct or conduct GIS data analysis and reviews.
  • AICP, PMP, LEED, ENV or closely aligned professional registration/certification is desirable.
  • Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.

Reporting Relationship:

Reports to Director of Sustainability and Mobility

Working Conditions:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
