The department seeks a seasoned professional to join the Engineering Division. The position will supervise, assign, review, and participate in the work of staff responsible for providing civil engineering services for their assigned section. The Development Review Section oversees development plan review, right-of-way services, and Assessment Districts. The Capital Improvement Program (CIP) section coordinates the planning and design efforts for various City projects.

Your Impact
  • Oversee the development, engineering design, and delivery of complex capital improvement projects.
  • Develop the scope, budget, and schedule of engineering projects; prepare requests for proposals and contracts for consulting services; review plans of consulting engineers and contractors; make technical engineering decisions and establish technical criteria and standards.
  • Perform advanced technical reviews of plans, specifications, studies, and reports for the construction, alteration, and maintenance of roads, storm drainage systems, sidewalks, bikeways, bridges, buildings, traffic intersections, signing/striping, traffic signalization, or other related projects.
  • Participate in budget preparation and administration; prepare cost estimates for budget recommendations; monitor and control expenditures.
  • Respond to questions and inquiries from the general public, other agencies, developers, contractors, engineering professionals, and City staff regarding engineering and development projects.
  • Oversee the review and processing of final subdivision maps and right-of-way documents, including lot line adjustments and lot mergers.
  • Oversee the management and delivery of projects delivered by developers in the assessment districts.
  • Supervise and mentor staff responsible for providing civil engineering services including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.

Minimum Qualification
  • Bachelor's degree in Civil Engineering or a related field.
  • Six (6) years professional civil engineering experience.
  • A valid California driver's license.
  • Professional Registration as a Civil Engineer in the State of California is required.

  • Ability to coordinate and direct civil engineering programs; supervise, organize and review the work of professional and technical staff; select, train, develop and evaluate staff; recommend and implement goals, objectives, policies and procedures for providing civil engineering services.
  • Knowledge and experience with the California Department of Transportation (Caltrans) permit process are highly desirable.
  • A positive and supportive attitude with an out-of-the-box approach to problem-solving.
  • Adaptability to collaborate and lead others.
  • Working knowledge of critical regulations and standards at the local, state, and federal levels, such as the Work Area Traffic Control Handbook (WATCHBOOK), California Manual on Uniform Traffic Control Devices (CA MUTCD), California Department of Transportation (Caltrans) regulations, and Federal Highway Administration (FHWA).
  • Strong interpersonal skills, including verbal and written communication.
  • Two years or more of supervisory experience as a licensed engineer.
