Proof of licenses, certifications, and/or education must be submitted with each application.Under general supervision of the County Attorney, Deputy County Attorney, Assistant County Attorney, Office Manager or designee(s), oversees, facilitates, and coordinates the activities of various County agencies, developers, and the public in the submittal, review, and approval of development projects in the County.

Facilitates, coordinates, and guides development projects through the review and approval processes. Serves as liaison between developers, the County, and the public to address issues and coordinate the submittal and approval of plans. Informs developers and citizens of development requirements. Resolves problems that delay or interrupt the process, and expedites projects. Manages project teams to assure consistency and conformance to negotiated time schedules. Works with developers and County agencies to set and maintain deadlines and schedules. Negotiates, sets, and tracks deadlines for completion of Phase II development requirements. Expedites review of development plans by County agencies. Serves as liaison between County agencies and developers to effect adherence to deadlines. Negotiates solutions for conflicting agency requirements. Represents the County at public conferences and meetings with developers and citizens. Schedules, coordinates, facilitates, and moderates Community Input Meetings. Chairs Concept Plan and Development Plan Conferences. Examples of Other Duties Oversees, coordinates, and guides permit applications through the review and approval process. Coordinates the processing of minor subdivision plans, record plats, and water appropriation permits. May serve on the Development Review Committee. May lead or supervise other employees in the department. Performs other related duties as required.

Required Qualifications Graduation from an accredited college or university with a bachelor's degree plus three years' professional experience in planning, zoning, or development management. (Additional experience may be substituted on a year-for-year basis for the required education.)

Knowledge, Skills, and Abilities (Entry Level) Knowledge of the principles and practices of commercial, residential, and industrial development. Knowledge of zoning practices and planning functions. Knowledge of the organization and function of public entities and how they interrelate.

Skill in interpreting zoning maps, concept plans for development, development plans, and laws, regulations, codes, and standards relating to development.

Ability to analyze problems in the development process and negotiate effective solutions. Ability to mediate disputes. Ability to communicate plans, laws, codes, and standards to individuals and groups. Ability to produce detailed and summary reports of meetings. Ability to lead groups of people with dissimilar or opposing interests toward a common goal. Ability to give testimony in hearings or courts.

Knowledge, Skills, and Abilities (Full Performance) Thorough knowledge of development and zoning rules, regulations, policies, and procedures applicable to commercial, residential, and industrial development in Baltimore County. Thorough knowledge of the County master plan and its implication on development management issues. Thorough knowledge of the organization and function of agencies involved in the development process and how they interact.

Skill in analyzing problems in the development process and negotiating effective solutions. Skill in mediating disputes. Skill in communicating plans, laws, codes, and standards to individuals and groups. Skill in producing detailed and summary reports of meetings. Skill in leading developers, engineers, and government employees with dissimilar or opposing interests through the County development process.

Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions.

Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes. Persons appointed to this classification will be required to work evening and weekend hours on a regular basis.

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Physical and Environmental Conditions The work of this classification is essentially sedentary. Some traveling between work sites and occasional walking or standing is involved.

Medical Examination and Employment Background Investigation Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
