JOB SUMMARY:

The IT Director (ITD) is responsible for providing strategic leadership and technical expertise in overseeing AHS information technology and solution needs. ITD is also responsible for the IT department’s functions including network infrastructure and security, telecommunication and computer systems, and end-user training and support.

Essential Job Functions

Provides strategic and tactical planning, development, evaluation, and coordination of the information technology systems to facilitate the organization's meeting of its goals Drives the analysis and re-engineering of existing business processes, identifying and developing the capability to use new tools, reshaping the organization's infrastructure and practices, and identifying and exploiting the organization's knowledge resources Develop and execute IT security strategies that enhance and bolster the reliability and security of the IT infrastructure, systems, and projects Establishes a working relationship with other department directors and senior leaders, collaborating on new technology needs or expanded uses for existing technology to increase functionality, efficiency, and AHS staff satisfaction Responsible for HIPAA, county, state, and federal laws and policies as they apply to technology in community health centers Communicates IT plans, policies, and trends across the entire organization Oversee the planning and implementation of any required vulnerability audits, penetration tests, and forensic IT investigations; ensure outcomes of investigations improve overall IT cybersecurity across AHS Recommends the IT department budget to the Chief Deputy Administrator and ensures the function operates within fiscal guidelines Build, negotiate, and manage resource relationships with key external vendors Participates in committees and workgroups; may lead or participate in planning or focus groups; may represent the department; prepares comprehensive technical and statistical reports; maintains a variety of records and technical data Drives the solution selection process from idea to execution; Engages with executive leaders to define requirements, plan and lead implementations; Works with the chosen implementation partner to plan, staff and implement the selected solution; Develops a team to assist in implementation oversight, and sustaining solutions Provides general supervision of the IT department or function assigned; ensures the performance of direct report personnel, services, and/or technology; Conducts employee annual performance evaluations and staff supervision Confers others regarding project priorities and progress; participates in planning, progress, and design review meetings; provides technical assistance to resolve barriers to completion; negotiates contractor claims Develops, implements, and tests disaster recovery and backup procedures to enable business continuity Establishes strategies to optimize and improve operations and security functionality of existing

Supervisory Responsibilities

Manages and ensures compliance with all IT policies, regulations, system standards, and operating procedures Manages high-level IT projects; Develops Total Cost of Ownership (TOC) and Return on Investment (ROI) analyses for proposed technology projects

General Agency/AHS Duties

Fosters an environment that promotes trust and cooperation among clients and staff Enforces clinic policies and procedures, including maintenance of client confidentiality under HIPAA privacy rules, to ensure that the principles of AHS are implemented Plays an active role in planning organization-wide activities such as AHS general membership meetings, fundraisers, special clinic days, and other events Participates in general membership meetings, fundraisers, and other public events, as required Participates in outreach activities, and agency advocacy, and serves on ad hoc committees, as requested Attends AHS staff retreats and Board of Directors meetings, as required Participates in agency-wide quality improvement program processes and performance improvement teams to ensure excellence in the quality of services provided across the agency

Minimum Qualifications

Bachelor’s degree in information systems or related and minimum 7 years of relevant information systems experience with at least five years in a leadership role providing strategic direction; or equivalent combination of a degree in progress and pertinent healthcare experience

Preferred Qualifications

Healthcare background and knowledge of healthcare data privacy and security, especially in nonprofit community healthcare organizations Experience in providing strategic IT direction Experience performing analysis and/or design for specialized and complex healthcare applications that include clinical, financial, and/or administrative functionality Master’s Degree in a field appropriate for this position (MIS, IT, Computer Science, or related)

Knowledge, Skills, And Abilities

Experience in systems design, analysis, and implementation Deep knowledge of computer systems, networking with an understanding of the OSI model, and preferability to manage Dell servers, VMware hosts, HP switches, Cisco routers, CUCM servers, and SonicWALL Firewalls Ability to utilize the Software Development Life Cycle (SDLC) techniques for development and/or enhancing systems Knowledge of telephony technology, call center applications, and phone flow design and programming Commitment to public health care services and mission of the community health care clinics Excellent interpersonal & behavioral skills to liaison with other team members, departments, and external organizations Excellent verbal and written communication skills with writing samples upon request Strong collaboration, project management, and process improvement skills, and the ability to function in multiple roles based on project demands Demonstrate an understanding of principles and practices of health care, health care systems, and health care administration Strong communication, project management, and logistical skills; Able to drive projects involving various vendors and internal groups to completion time and within budgetary guidelines Strong leadership and experience in leading teams from different backgrounds and cultures Thorough knowledge of advanced concepts and basic operating principles of data communication and information system hardware and software
