Position Summary

The Family Services Specialist II (Harm Reduction) is responsible for coordinating within specific area of responsibility; interprets laws, policies, and regulations as applied to specific area of responsibility; writes service plans; schedules family and team meetings and funding team meetings and presents cases to determine appropriate services. Provides community outreach to share preventative and recovery resources.

Position is open until filled and may close at any time.
This grant-funded position is currently part-time and may have the possibility of moving to full-time.

Essential Job Functions

Performs assessment and investigative duties; screens referrals for validity; interviews parties involved; assesses immediate and long-term dangers and risks and home environment; assesses victims and families; develops written service and/or protection plan documenting goals, objectives, and details of the services provided for each case; The Family Services Specialist (Harm Reduction Specialist) provides education, preventative services and support for individuals and families; integrates investigative findings; reviews with supervisors to formulate an appropriate case disposition.

Provides case management services to monitor compliance; conducts family and home visits; maintains contact with other professionals working with the family; interviews and assesses clients and assigns to appropriate groups; informs clients of service programs, rules and regulation, and right to participate. Provides crisis intervention services for Intake and short term/crisis intervention and support to victims and families; accompanies victims and their families to court appearances; refers victims and families to appropriate services and agencies.

Provides program administration and caseload management services, to include establishing and maintaining case records. Tracks expenditures, prepares/submits budget estimates and ensures payment for services.

Prepares and/or processes a variety of documentation such as letters to client and professionals, screenings, home studies, purchase orders, invoices, and caseload statistics. Monitors, coordinates and administers specific assigned program to ensure compliance.

Serves as resource to clients and the community in area of expertise; fields and documents incoming calls and walk-in requests from the community regarding services; makes appropriate referrals.

Develops partnerships with community agencies to provide a holistic approach to service delivery, guaranteeing collaboration and coordination of services offered to adults, children and their families. Represents the agency at various functions such as making speeches at civic and business associations, providing training and workshops on abuse and neglect for public and private organizations.

Refers to Virginia Department of Social Service Program policies, community resources list, agency and City Code policy, Internet, policy and procedure manuals, codes / laws / regulations, publications and reference texts, etc.

Uses a variety of tools such as digital recorder, standard office tools, etc.; a variety of supplies such as policy manuals, paper, general office supplies, etc.; and a variety of computer software such as OASIS, PEERPLACE, Microsoft Excel, Microsoft Word, etc.

Interacts and communicates with various groups and individuals such as Service Program Manager, families, courts, medical professionals, police investigators, school professionals, community services board, emergency management personnel, and the general public.

Minimum Required Qualifications

Minimum of a Bachelor's degree in a Human Services field OR Minimum of a Bachelor's degree in any field with a minimum of two years of appropriate and related experience in a Human Services area as mandated in Section 22VAC40-670-20 of the Administrative Code of Virginia and implemented by the Virginia Board of Social Services.
Valid Virginia Driver's License

Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Services license are desirable

Special Requirements

Knowledge: Working knowledge of social work principles and practices; human behavior and motivational theory; laws, policies, and regulations relating to human services program areas; and social, economic, and health problems.

Skills: Skill in operating a motor vehicle and personal computer with associated software.

Abilities: Demonstrated ability to communicate effectively both orally and in writing; interview, assess needs, counsel and refer clients to other resources as needed; develop and implement service plans in order to insure the delivery of appropriate services to the client; make sound judgments within the framework of existing laws, policies, and regulations; respond to the client's emotions in order to accomplish services objectives; plan and manage own work activities including service delivery preparing reports, and correspondence, record keeping responsibilities and related activities; establish and maintain effective relationships; and stay abreast of current trends and developments in the social work field.
