Duties and Responsibilities
(* Essential Functions)
**Responsible for providing a full range of fiscal and administrative support services in compliance with Federal, State, University, RCUH and UH Foundation policies and procedures and other guidelines including but not limited to fiscal administration of extramural awards, budget development and forecasting, contract administration/procurement, extramural account maintenance and financial reporting.
**Review and approve fiscal documents such as requisitions, travel requests/completions, payment requests, payroll timesheets, P-Card transactions etc. to ensure compliance with Federal, State, University, RCUH and UH Foundation policies and procedures.
**Advises Principal Investigators and program staff on fiscal policies and procedures for contract procurement including request for proposals, request for quotations, SuperQuote, sole source, price reasonableness, agreement for services, vendor contracts; and other duties involving extramural project expenditures. Provides training on and monitors compliance with applicable policies and procedures.
**Advises Principal Investigators on the appropriate methods of procurement when specialized purchases are required and unique to the projects and programs.
**Assist with reviewing contract terms and conditions, and preparing procurement documents for execution through RCUH or UH.
**Works closely with principal investigators and project staff on extramural projects, procedures/processes, expenditure planning, project timelines, and financial status reporting.
**Works with principal investigators, program administrators and staff in the Office of the Vice President for Community Colleges (OVPCC) and at University of Hawai`i Community College (UHCC) campuses in implementing and executing extramural award budgets.
**Responsible for subrecipient monitoring of partner organizations who receive subawards under OVPCC extramural awards. Review invoices and performance reports from subrecipients to ensure compliance with federal and state guidelines.
**Assist in development and implementation of internal procedures to ensure proper accounting, reporting to sponsor, and internal control systems are in accordance with Federal, State, University and RCUH policies and procedures as applicable.
**Initiates myGrant proposals for various extramural awards; maintains master schedule of extramural awards, reporting requirements, due dates, and other deliverables.
**Reconciles and projects any outstanding expenditures for extramural award budgets; informs Principal Investigators of potential expenditure transfers and budget reallocations when necessary.
**Monitors account expenditures for appropriateness and availability of funds and prepares periodic financial reports for Principal Investigators and program managers illustrating trends and projections of extramurally funded programs.
**Works with Principal Investigators and project directors on extramural award close-out procedures.
**Keeps abreast of current policies and procedures at University of Hawaii, RCUH and UH Foundation and works with supervisor to implement any necessary changes due to new or revised policies and procedures.

Minimum Qualifications
Education and Professional Work Experience
Possession of a baccalaureate degree in Business Administration, Accounting, Finance or related field and 3 year(s) of progressively responsible professional experience with responsibilities for financial & contract/grant management, and/or fiscal administration, procurement or accounting; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Knowledge, Skills and Abilities
Considerable working knowledge of principles, practices and techniques in the area of fiscal administration and/or financial & contract/extramural award management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with fiscal administration, and/or financial & contract/extramural award management.
Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
Demonstrated ability to operate a personal computer and apply word processing and spreadsheet software.
If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Supplemental Minimum Qualifications
Considerable working knowledge of extramural award management from proposal development to closeout.
Ability to read, understand, interpret, and analyze financial data and apply agency, state and/or federal policies and regulations.
Ability to exhibit accuracy in work, attention to detail, think critically, research thoroughly and problem solve.
Thorough understanding and ability to effectively use a range of software, spreadsheets, databases and tracking systems.
Demonstrated ability to prioritize tasks, meet deadlines and manage multiple projects.
Desirable Qualifications
Experience working in an institution of higher education.
Knowledge of UH and RCUH policies and procedures.
Knowledge and experience working with RCUH Financial and Personnel Systems.
Knowledge and experience working with the UH Kuali Financial system.
Experience working with JasperSoft data tool.
Knowledge and experience utilizing the UH Foundation financial system.
