If so, this opportunity could be perfect for you Chatham County is experiencing a thrilling period of development—apply today Performs skilled technical work appraising, assessing, and reappraisal of real property for tax purposes, conducting field investigations, assisting citizens with real property appraisal and tax matters, and performing related work as apparent or assigned. Work is performed under the limited supervision of the Lead Appraiser/Appraisal Supervisor/Reappraisal Coordinator. Since every duty associated with this classification may not be described herein, employees may be required to perform duties not specifically spelled out in this class specification, but which may be reasonably considered to be incidental in the performance of their duties just as though they were actually written out in this class specification. Responsibilities Appraises residential and commercial buildings including measuring improvements, verifying elements necessary for establishing value; and utilizing mass appraisal software and appropriate guides to estimate value; Performs annual duties (new construction, splits, verifying sales, and appeals); Works all levels of appeals (Board of Equalization and Review and Property Tax Commission); Conducts periodic canvassing of all county properties; Meets with property owners and explains appraisals and ad valorem tax process; Assists with training of new employees; Conducts periodic audits on property valuations and neighborhoods; Performs other duties of a similar nature or level; Performs work during emergency/disaster situations; Assists in developing values for real property every four years; collects data, analyzes data, reviews parcels and values; Retrieves and prints buildings permits for new construction, prints property record card; Performs sales ratio study for NCDOR and calculates builder’s inventory exemptions; Participates in various trainings for the Tax Department; Performs other duties as assigned. Minimum Requirements Associates/Technical degree with course work in real estate, business or related field and minimal experience in real estate appraisals or an equivalent combination of education and experience. Knowledge, Skills, and Abilities General knowledge of the principles and practices of real estate appraising for assessment purposes; General knowledge of building construction practices and of building and land values; Some knowledge of the state laws and ordinances relating to real property assessing; Ability to read and understand building construction plans and specifications; Ability to analyze factors that tend to influence the value of property and to exercise judgment in the determination of property values; Ability to write clear and concise reports; Ability to establish and maintain effective working relationships with contractors, consultants, associates, tax representatives, and the general public; Knowledge of Chatham County geography; Ability to read maps. Physical Requirements This work requires the occasional exertion of up to 25 pounds of force; work regularly requires walking, sitting, speaking, hearing, use of hands and fingers, handling, feeling and repetitive motions, frequently requires pushing, pulling and occasionally requires standing, climbing, balancing, stooping, kneeling, crouching, crawling, reaching with hands and arms and lifting; work has standard vision requirements, requiring close vision, distance vision and depth perception; work requires vocal communication to express or exchange ideas orally; work requires hearing to perceive information at normal spoken levels; work requires preparing and analyzing written or computer data, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts and working in high, precarious places; work is generally in a moderately noisy location (e.g. business office, light traffic). Special Requirements Must possess a valid North Carolina driver's license.
