We have an opening for the position of Engineer I/II (Land Development) in our Development Services Department/Engineering Division. Under direction, supervises and performs professional engineering work in the planning, design, construction and maintenance of streets, storm drains, traffic signals and traffic control devices, potable water and recycling water systems, sanitation sewers and other public works structures; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

Engineer I

– This is the entry level class in the Engineer series.

This level is not expected to function with the same amount of work knowledge or skill level as positions allocated to the Engineer II level.

Engineer I's exercise less independent discretion and judgment in matters related to work procedures and methods.

Incumbents in this class are expected to learn the office and field operations of the division under the direction of an Engineer II, Associate, Senior or Principal Engineer.

Incumbents initially appointed to Engineer I level may progress to Engineer II after successfully completing one year (12 months) as an Engineer I with the City of Escondido, and achieving the qualifications and division requirements established for progression.

Engineer II –

This is the journey level class in the Engineer series.

Positions at this level require professional experience in civil or transportation engineering, or land surveying. Incumbents perform responsible engineering functions and exercise greater independent discretion and judgment in matters related to work procedures and methods.

Positions in this class series are flexibly staffed and positions at the Engineer II level are normally filled by advancement from the Engineer I level. The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

General Functions: May be assigned to the design, office, field or traffic sections of the Development Services Department, the Utilities Department, or other City departments/divisions as needed. Prepares engineering plans and specifications for the construction of projects. Develops plan layouts, details, and drawings. Prepares preliminary and final cost estimates. Serves as Party Chief for City survey crew working in public rights-of-way and on City-owned properties. Conducts field topographic and boundary surveys. Performs construction staking per approved designs for public works construction projects. Establishes and maintains vertical and horizontal control points throughout the City. Answers questions from the general public, contractors, developers, engineers and other staff members. Reviews improvement plans, grading plans, drainage studies, geotechnical reports and water quality technical reports for accuracy and conformance with City standards. Makes engineering calculations related to hydrology, hydraulics, structural stresses and strengths. Prepares and/or supervises the preparation of the legal descriptions and grant deeds for easement and street rights-of-way. Investigates and checks tentative and final subdivision maps for accuracy, design, completeness and conformance to our local subdivision ordinance and the State Subdivision Map Act. Initiates and conducts traffic engineering studies and projects, such as traffic signals and lighting, signing, striping, parking and speed zoning, as well as preparing written reports for the Traffic Commission. Prepares exhibits using AutoCAD and GIS software applications. Prepares professional services agreements, resolutions and written reports for City Council. Performs related duties as required. Provides vacation and temporary relief as required.

Additional duties performed by incumbents assigned to the Utilities Department: Reviews proposed residential, commercial and industrial development with respect to water, recycled water and wastewater improvements. Works with GIS division to update the GIS utilities database. Operates and updates water and wastewater computer models. Initiates and conducts water and wastewater studies. Utilizes advanced engineering mathematics to make accurate and complete computations and studies for both pressure and open-channel hydraulic flows. May serve as project engineer for utilities projects under some direction, supervision and review by others. Inspection of water and wastewater pipeline construction including joints, fittings and materials. Inspect construction of underground utility systems including lift stations, reservoirs, pressure stations, force mains. Coordination of special inspections and ability to identify requirement for such inspections.

QUALIFICATIONS Knowledge of:

Municipal engineering design, construction and maintenance.

Construction methods, material practices, specifications and equipment.

Basic design standards for construction projects.

Safe working practices and regulations pertaining to work.

Principles, practices and materials used in civil engineering, including grading, drainage and roadway design.

Practices of traffic and transportation engineering and planning.

Principles and practices of customer service.

Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Principles of business letter writing and basic report preparation.

Ability to:

Prepare plans and specifications and review bid documents.

Read civil engineering blueprints, specifications and interpret them accurately.

Keep records, prepare reports, make computations and field measure quantities.

Carry out assigned duties in a safe and efficient manner.

Prepare comprehensive oral and written reports.

Understand and follow written and oral instructions.

Work independently and efficiently to carry out assignments.

Operate and use modern office equipment including computers and supporting word processing and spreadsheet applications.

Establish and maintain effective working relationships with customers, agency officials, City staff, and others contacted in the course of work.

Deal tactfully, sensitively and effectively with all members of the public, often in stressful situations.

Communicate clearly and concisely, both orally and in writing.

Demonstrate an awareness of the cultural diversity of the community.

Engineer I Education/Training/Experience: Bachelor's degree from an accredited college or university in civil engineering, or a closely related field; or possession of an Engineering-In-Training (EIT) Certificate in the State of California or a Land Surveyor-In-Training (LSIT) Certificate in the State of California and one year (full-time equivalent) entry-level professional experience in civil or transportation engineering, land surveying or utilities construction or inspection.

Engineer II Education/Training/Experience: Bachelor's degree from an accredited college or university in civil engineering, or a closely related field, and one year of professional experience in civil or transportation engineering or land surveying; or possession of an Engineering-In-Training (EIT) Certificate in the State of California or a Land Surveyor-In-Training (LSIT) Certificate in the State of California, and two years (full-time equivalent) of professional experience in civil or transportation engineering, land surveying or utilities construction or inspection.

License or Certificate: Must possess a valid Class C California driver's license at time of application.

Registration as a professional engineer in the State of California is highly desirable. NOTE:

Types of tests may include written and/or oral examination, physical agility, practical exam or other appropriate job-related selection process.

When testing is completed, candidates will be ranked on an eligibility list in the order of their test score. Selection for appointments is made from names certified on the eligibility list. All appointments are subject to the successful completion of background investigation including LIVESCAN fingerprinting, and will be required to submit verification of the legal right to work in the United States.

Qualification by a medical examination will be required at the time of appointment. After appointment, classified employees must satisfactorily complete a probationary period to be eligible for regular status.

In accordance with the Immigration Reform and Control Act of 1986, all new employees must produce proof of eligibility to work in the United States within the first three days of their employment.

The City of Escondido participates in E-Verify. The Loyalty Oath will be administered to all new employees on their first day of hire.
