Description

OVERVIEW:

The Public Health Nursing Supervisor (PHNS) is an advanced public health nursing position responsible for managing staff, overseeing patient care, and ensuring adherence to established policies and procedures. The position is charged with assigning staff and monitoring their activities, recruiting, and training new personnel and serving as an interface between clinical staff, patients, community members, and agency administration. This position requires advanced public health nursing experience with individuals, groups, agencies, care providers and community groups working to assess, plan, implement and evaluate evidenced

based programs and projects.

The PHNS is a working supervisor that spends approximately 50% of their time providing hands-on care to patients, and approximately 50% performing administrative tasks such as reporting, and oversight of patient care provided by shift nurses. The supervisor ensures there are sufficient nurses assigned to each shift and facility, the care the nurses provide to their patients is appropriate and comprehensive, and that staff-patient interactions are handled in a positive and proactive way.

The PHNS collaborates and works directly with the Community Clinical Services Supervisor and Office Support Supervisor to plan and prioritize clinics across Jefferson County. The supervisor ensures adequate supplies are on hand and shared staff are assigned appropriately based on needs.

ROLES AND RESPONSIBILITIES:

1. Utilizes the nursing processes (assessment, planning, implementation, and evaluation) to provide program specific and/or population-based services.

2. Assures continuous quality improvement process in public health programs and service delivery.

3. Conducts quality assurance activities such as: medical record review, on-site inspections, and monitoring; development of monitoring tools; collection and interpretation of data and contract monitoring.

4. Participates in review and selection of proposals for services.

5. Conducts case investigations using advanced nursing, forensic, or epidemiological principles.

6. Facilitates or participates in state and regional coalitions for public health issues.

7. Participates in grant writing and grant monitoring.

8. Assures comprehensive case management utilizing advanced nursing expertise.

9. Serves as liaison with private and public agencies on regional level.

10. Prepares reports, correspondence, and presentations.

11. Provides education, orientation, and training to department staff, other agencies, providers, and consumers.

12. Conducts team meetings to update members on best practices and continuing expectations.

13. Answers team member questions, help with team member problems, and oversee team member work for quality and guideline compliance.

14. Provides quality customer service, including interacting with customers, answering customer inquiries, and effectively handling customer complaints.

15. Recognizes and acknowledges the skills of key team members and utilizes their strengths to the benefit of the team.

16. Encourages and supports independent thinking and establishes an atmosphere conducive of open discussion for decision-making.

17. Provide management support, input, or performance of functions in the areas of grant management, budget assessment, and completion of requisitions.

18. Supervises and/or coordinates staff including all aspects of mentoring and coaching, performance development and evaluation, and expectation setting and evaluation.

19. Exercises significant independence and initiative in the performance of responsibilities; receives general administrative direction.

20. Performs other related work as assigned.

Requirements

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

Bachelor of Science (BSN) in Nursing from a nationally accredited college or university required; Master of Science (MSN) in Nursing from a nationally accredited college or university (preferred); valid unrestricted Missouri Registered Nurse License; Commensurate degree in an associated field master's in public health, master's in care management, master's in business administration; must possess a valid driver's license AND successful completion of a background check and drug screen.

EXAMPLES OF REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of:

Jefferson County Health Department policies and procedures; community health nursing principles and practices; techniques and methods of nursing; community resources for appropriate referrals; supervision and management.

Skill in:

The use of medical instruments and laboratory equipment; clinical service practices; physical health assessments; applying public health nursing principles; effectively monitoring and evaluating nursing services; exercising initiative and judgment in selecting proper treatment; responding appropriately to emergency situations; preparing complete and accurate reports and records; establishing and maintaining effective working relationships with employees, other agencies and the public; following written and verbal instructions; communicating effectively, both verbally and in writing.

Ability to:

Research and write detailed reports; synthesize data and reports; write grant applications, statistical and narrative reports; use modern office equipment and computers; communicate effectively verbally and written; planning and organizing work; lift at least 20 lbs.

Special requirements:

Essential duties require the following physical skills and work environment; ability to operate laboratory and health related equipment, including protective devices such as masks or gloves.

ADDITIONAL NOTES

MINIMUM EXPERIENCE AND TRAINING QUALIFICATIONS:

At least two (2) years of private practice, community health or public health experience required. Must enjoy working as part of a team and have excellent clinical skills. Proficient computer and EMR skills required. Bilingual skills a plus.

Necessary Special Requirements:

Prior to appointment, a successful background investigation/fingerprint and drug screen is required prior to the start of employment.

Special Note:

All employees of JCHD are considered First Responders in the Event of a Disaster Response Situation. All employees must report for duty upon request of the Director during a public health emergency. Employee acknowledgement of this requirement(initials)

Continuing Education Requirements / Expectations:

As a condition of employment by Jefferson County Health Department the employee must maintain all applicable licenses and certifications appropriate to this position in status. This requirement contemplates satisfactory completion of required course work. Completion of continuing education course work that may not be mandatory; but which is designed to ensure currency in the discipline, is encouraged. Additionally, emergency response training courses, identified as appropriate by ordinance, statute, or administration must be completed within established time frames. Annually, JCHD administration will require various course work completion which is not discipline specific and is determined to be of benefit to the organization.
