BASIC PURPOSE:

Serves as part of the first line of defense, evaluating, underwriting, funding, and managing the Community Investment Services and its affordable housing Homeownership and multi-family programs objectives. Through timely and thorough underwriting, this role supports the Bank's strategy to maintain and expand member and project sponsor relationships. This position identifies and mitigates risk in existing and proposed transactions.
This position also works directly with management and teammates in Risk Management; Client Coverage, and other areas of the Bank to lead the analysis of Homeownership and Rental project opportunities, underwriting of credit exposure, and management of the AHP Homeownership, rental and CICA portfolios, and relationships while providing effective outcomes.

ESSENTIAL FUNCTIONS:

  • Responsible for the production of Rental and Ownership products and programs to include, application intake, underwriting, processing, decision making, and disbursement functions in accordance with federal regulations, department procedures and policies, performance objectives, and administrative requirements.

  • Perform income calculations to determine eligibility of applicants

  • Evaluate applications, review documentation, and specify conditions for applications submitted for funding

  • Review and interpret language in loan closing documents such as promissory notes, closing statements, deeds, etc., that indemnify the Bank and its members against potential losses.

  • Review and analyze documentation associated with disbursement of program funds and determines compliance with regulations and department procedures.

  • Work with management to develop and execute procedures and practices by which new and existing programs will be evaluated

  • Review and recommend appropriate risk measurement, risk assessment, management, mitigation, and reporting processes.

  • Responsible for developing and conducting onboarding, web-based/in-person training education for new and existing members that participate in the Community Investment Services programs and products, and for educating new and existing staff members

  • Meet established performance metrics and standards.

KNOWLEDGE, SKILLS, ABILITIES:

  • A thorough understanding of the principles of real estate or mortgage finance, strong math skills, and the ability to identify and resolve complex financial problems are essential.

  • Experience in developing project financials or underwriting single family and/or multifamily affordable housing and community economic development real estate deals is preferred.

  • A thorough knowledge of the principles of community development finance and the operations of regulated financial institutions.

  • Ability to develop comprehensive financial spreadsheets, models, and form templates is required.

  • Basic computer skills, including Microsoft Word, Excel, and PowerPoint.

  • Strong customer relationship management skills.

  • Strong communication, presentation, and problem-solving skills are required.

MINIMUM REQUIREMENTS:

A bachelor's degree in finance, or real estate, or a minimum of five years' experience in residential or commercial real estate lending, or underwriting.

One-year supervisory experience, or the equivalent combination of education and experience is necessary.

A master's degree is preferred.

WORK LOCATION: Onsite with an opportunity to work remote partially. This position may not be filled in California, either in-person or remotely.
