The Air Force Research Laboratory is looking for both Contract Specialists and Contracting Officers for high priority classified AFRL programs. Responsible for all contracting activities in support of AFRL's classified portfolio across Air, Space, and Cyber. Advises the program manager on all acquisition/business related matters and works within a highly integrated acquisition team. Develops acquisition strategy and executes all phases of the contracting process in an environment of managed risks. Ensures multiple government service and agency requirements are satisfied.
Special emphasis is placed on a streamlined program execution that accelerates delivery of critical technological advancements. Not eligible for remote or telework due to classified mission and work with TS/SCI daily; however, a 10% retention monetary incentive is available for the special mission workforce.

Position duties include, but are not limited to:
•Responsible for planning, organizing, and directing contracting and other business management activities in a risk-tolerant environment.
•Serves as contracting authority for AFRL acquisition programs and is directly responsible for providing expert advice and assistance to Program managers, Portfolio Directors, Mission Partners, and Senior Leadership.
•Establishes and maintains an integrated team relationship dealing directly with all functional aspects of the acquisition team and the senior levels of government and industry.
•Manages and executes contracts, as a warrant contracting officer or buyer, that include a variety of contracting approaches and relationships associated with pre-award planning, establishment of suitable contractual and/or alternative business arrangement, and post-award management to include evaluation of cost, schedule, and performance related to AFRL acquisition programs.
•Prepares and conducts comprehensive contracting reports, studies, briefings, and related presentations.

Required Qualifications
•US Citizenship required
•A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees is required
•Ability to obtain and maintain appropriate Top Secret/SCI clearance is required
•Drug Testing is required
•In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
•DAWIA Contract Certification or waiver with ability to achieve in 24 months
•Applicants must have at least one (1) year of specialized experience at the next lower grade, DO-01/GS-11, or equivalent in other pay systems. Examples of specialized experience include experience in one or more of the following: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation.

Desired Qualifications
•A current and active TS clearance is highly desired
•A master's degree is highly desired
•Previous experience in ACAT I/II/III Acquisition Procurements is highly desired
•Previous experience in RDT&E procurements is highly desired
•Strong oral and written skills with past briefing skills to senior leadership is highly desired
•An unlimited contracting warrant is highly desired; candidates with the UW will be considered for a Contracting Officer position.
