Position Summary:

The Senior Accountant over grants and external funding performs professional accounting work of a complex nature and requires a thorough understanding of state and federal grant requirements and Title 2 Code of Federal Regulations and CFR Part 200, Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Grants. Responsibilities include establishing internal controls, processes, and policies ensuring grant compliance, providing oversight and analysis for grant expenditures, and applying technical accounting and financial reporting guidance to ensure compliance with General Accepted Accounting Principles (GAAP) and the Government Accounting Standards Board (GASB). Position requires critical thinking with excellent analytical and problem-solving skills and the ability to work with minimal direction and oversight.

  • The Senior Accountant is responsible for ensuring expenditures funded from external sources and grants are properly reported in the following areas:
    • Financial Statement Preparation
    • Fund Accounting
    • Plant Accounting
    • General Ledger Maintenance
    • Payables Processing
    • Receivables Processing
    • Payroll Processing
    • Financial accounting interfaces
    • Financial Reporting Functions
  • In addition, the Senior Accountant is required to become familiar with the functions in the areas of:
    • Work Order Ledger Maintenance
    • Stores Accounting
    • Treasury/Cash/Investment Accounting
    • Debt Transactions and Reporting
  • Manage financial accounting and reporting (system set up, accumulation of costs, seeking reimbursement) for District grants and awards. Within the District's ERP and Financial Reporting tools. Account, analyze, and reconcile grants and other restricted program funds accurately and timely and in compliance with governmental accounting requirements.
  • Monitor use of grant monies with project manager and external funding manager to ensure adherence the terms and conditions of the grant and compliance with state and federal rules, noting special billing requirements, special budget/expenditure tracking and ensuring contracts comply with standard accounting procedures.
  • Ensure indirect allocations of costs comply with grant requirements and are approved by the awarding agency. Ensure loaded labor costs are properly allocated to the project and grant.
  • Maintain up to date knowledge of state and federal regulations related to external funding.
  • Demonstrate excellent communication skills both verbally and written.
  • Collaborate with Finance, External Funding Project Team, and other team members to foster efficient, effective, and accurate financial information related to Federal award compliance.
  • Design and implement new processes, procedures, policies, software applications, or services that ensure a compliant External Funding program.
  • Revise existing accounting procedures, policies, and manuals to incorporate external funding as needed; develop new forms and evaluate existing forms for efficiency and effectiveness.
  • Build internal control structure focused on appropriateness and operational effectiveness which would enable identification of systematic weakness.
  • Partner with Procurement to verify required compliance documentation is contained within Procurement files.
  • Collaborate with External Funding Project Team to provide training and support to various departments as it relates to financial grant accounting and reporting. Provide consultation and technical assistance in reviewing grant agreements and various required reports.
  • Act as a subject matter expert for accounting related to receipt of Federal awards as governed by Single Audits in the Office of Management and Budget (OMB).
  • Lead single audit activities. Oversee, compile supporting documentation, and coordinate with various Grant PUD business units and external auditors.
  • Train, advise, and assist applicable departments with grant compliance requirements related to Accounting and Treasury functions.
  • Reconcile and close out external funding contracts, including verification of final expenditures and final reporting.
  • Participate in special projects as assigned and perform duties as delegated by Management.
  • Demonstrate commitment to Grant PUD's mission, vision, values, and strategic plan. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.
  • Actively participate in all aspects of our safety program, including but not limited to:
    • Following all safety policies and procedures,
    • Alerting supervisors and coworkers to unsafe or hazardous working conditions,
    • Reporting any safety incidents or close calls within 24 hours to your supervisor; and
    • Accepting feedback from supervisors and coworkers regarding your own safety performance
  • Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.
Education and Experience

Required
  • Bachelor's Degree in Business Administration with a major in Accounting or Finance.
  • 4 years' experience in accounting, preferably the utility industry
Preferred
  • CPA, CMA, or other relevant certification
  • 3 years' experience in grant accounting
  • 3 years' experience in public accounting, state auditing, or internal audit
License and Certification

Required
  • A valid State driver's license is required. Occasional travel to other Grant PUD locations required.
Other Knowledge, Skills and Abilities
  • Knowledge: Required technical knowledge includes GAAP pronouncements and requirements, including GASB, BARS and FERC. Knowledge of computer systems and software including spreadsheets, database programming, word processing, and presentation graphics. The knowledge and ability to apply accounting theory and professional judgment is essential. Understanding of the Accounting requirements within 2 CFR Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Skills: Requires strong problem solving and team facilitiation skills. Demonstrate effective and accurate communication, including written, verbal, and presenting. The ability to present control and risk matters in an understandable way across various levels within Grant PUD. Effective trainer in small and large group settings. Strong analytical skills, including the ability to spot, assess and address risk, materiality and interdependencies and translate it into impact analysis for the financial reporting and recommendations for improvement.
  • Abilities: Demonstrated team skills including ability to motivate, provide constructive feedback, organize, and delegate. Effective general people and leadership skills to coach in a team environment. Demonstrate ability to exercise sound judgement in making decisions and evaluating people, and ability to handle multiple tasks. Adaptable to working in a fast paced, ever-changing environment and flexibility in resolving issues and addressing changing priorities. Ability to safeguard confidential information. Ability to develop software systems and controls.
