Job Summary

The Grants Manager is responsible for the pursuit and acquisition of grant funding and resource development in support of programs and services provided by the Rockdale County Board of Commissioners. Work includes supervising and reviewing the work of professional and support level staff, which includes the Grants Management Coordinator and Grants Compliance Officer. The Deputy Director of Finance assigns work in terms of general instructions. Completed work is spot checked for accuracy and the nature and propriety of the final results.

Essential Functions

Essential Functions: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.

Oversees the operational aspects of activities performed by the Grants staff to include, but not limited to, researching grant opportunities, administering, and monitoring grants in compliance with applicable laws and regulations, and serving as a liaison to external agencies.

Researches identify and disseminate funding opportunities from public and private agencies (foundations, corporations, governmental entities) to County Departments.

Supervises staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.

Supervises and participates in the preparation and development of all grant applications; oversees the development of contract agreements with grant recipients; ensures that all grant projects are in compliance with State and County regulations and funds are utilized appropriately.

Coordinates, monitors, and maintains a schedule of monthly, quarterly, bi-annual, and annual reconciliation responsibilities of the budget and grant administration staff.

Analyzes and administers financial information and data in the Grants section of the Finance department; makes recommendations based on findings.

Prepares and conducts presentations to the Board of County Commissioners on proposed projects for funding.

Supervises the maintenance of official records, files, and related documentation; Prepares and reviews a variety of complex reports.

Pursues and secures grant funding opportunities, resource development and coordinates the alignment between legislative resources with the County's needs.

Coordinates and directs the financial reporting and disbursement requirements for grants.

Coordinates and collaborates with Federal and State agencies for local affairs, assigned services and activities with other divisions and departments, and outside agencies and organizations.

Provides direction, technical assistance, program information, and recommendations to other County Departments involved in the grants process.

Participates in the development and implementation of goals, objectives, policies, and priorities for assigned services and activities; identifies resource needs; participates in meetings.

Additional Duties:

Knowledge, Skills, and Abilities

Knowledge of Accounting, Budgeting, and Grant (planning, management, and administration) principles; and applicable laws, rules, and regulations in Grant Management and compliance.

Maintains knowledge of changing state, federal and private foundation grant standards and proposal guidelines.

Knowledge of governmental accounting and financial control procedures, practices, and guidelines.

Ability to evaluate, audit, deduce, and/or assess data using established criteria; ability to utilize a wide variety of reference, descriptive, advisory, and/or design data and information.

Ability to perform mathematical calculations; including addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.

Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public; must have the ability to effectively exchange or convey information and to receive work direction.

Must exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems; ability to exercise judgment, decisiveness, and creativity in situations involving the evaluation of information.

Knowledge of automated financial systems; Operating computers and applicable software.

Knowledge in supervising and evaluating employees; Prioritizing projects and assigning work to employees.

Recording, analyzing, verifying, reconciling, and reporting financial transactions as it relates to grant funding.

Working Conditions

Work is typically performed in an office environment.

Minimum Qualifications

1) Bachelor's degree in Public Administration, Business, Economics, Finance, or a related field.

2) Three (3) years of experience working in Business Grant/loan/funding in a progressively responsible supervisory role.

3) OR have a combination of education, training and work experience that is equivalent to #1and #2 above that provides the requisite knowledge, skills, and abilities for this job.

Preferred Qualifications

1) Experience in a government agency preferred.
