Job Description

A leader of the revenue cycle, the A leader of the revenue cycle, the Director of Fiscal Affairs is responsible for planning, organizing and managing the operation of all Patient Accounting, Patient Access, Budget & Financial Planning teams. Responsible for consistent implementation of policies, systems and procedures related to metric management, accountability, supervision of personnel and staffing to maximize efficacy of financial clearance, billing and collections processes, in accordance with procedures established by NYCH+H.

Essential Job Functions:

Team Management and Development
•Directs and manages daily operations of the back-end revenue cycle functions (billing, follow-up, cash posting, etc.) as well as the Budget and Financial Planning functions.
•Manages personnel and provides leadership through effective guidance, feedback and delegation. Provides clear expectations for Finance employees.
•Participates in staff orientation and continuing education for all staff to ensure effective job performance
•Serves as resource to staff on issues of back end revenue cycle processes and standards, systems and technology, insurance guidelines and regulatory requirements
•Delegates responsibilities effectively, providing the necessary support and information for a successful outcome
•Works closely with team to improve operations; makes and implements recommendations to improve operations
•Ensures appropriate staffing to provide efficient quality billing and collections activities
•Assures that the goals of the department are being furthered by staff

Metric Management and Accountability
•Ensures all Patient Accounting, Patient Access and Budget functions are performed within the guidelines of NYCH+H policies and procedures
•Uses key performance indicators to manage operations and continuous performance improvement efforts. Prepares and researches reports for areas of responsibility.
•Identifies root cause issues and develops and implements action plans for improvement. Shares success with others.
•Sets and communicates strategic Departmental goals
•Ensures supervisors are effectively managing to key performance indicators daily
•Communicates risks and progress to goals to direct supervisor
•Measures staff quality and activity. Communicates results and provides support for staff development and process improvement to enhance quality of work and activity.
•Provides timely and effective counseling to staff. Recognizes and rewards staff for excellent performance and when goals are met. Provides disciplinary action aligned with NYCH+H policy when necessary, and properly documents as needed.

Communication
•Represents the facility Patient Accounting, Patient Access, Budgetdepartments in system-wide NYCH+H forums
•Provides feedback and communicates issues or barriers. Promotes open communication across the revenue cycle.
•Acts as the liaison and communicates effectively with external departments such as Admitting, Ambulatory Care, Utilization Management, HIM, AR Partners and IT.
•Escalates issues as needed to CFO or Central Office
•Maintains a positive environment for the public, patients and hospital personnel by providing an open line of communication
•Promotes a strong productive team environment; is a role model; creates a team climate characterized by honesty, trust and open communication.

Administrative
•Interviews and hires appropriate personnel to meet Departmental goals and objectives
•Manages personnel and supply costs in the Department
•Ensures adequate records of all Departmental meetings, activities and problems are maintained, as appropriate
•Assures the accuracy of the time sheets and monitors records to identify possible problems in absenteeism

Revenue Enhancement / Growth
•Conducts analysis of existing services provided within H+H | Metropolitan with focus on efficiency, expansion, and increase of profit margin.
•Collaborate with clinical Chairs, Chiefs, Section Chiefs, et al. in the discovery, evaluation and implementation phases of new services to ensure correct workflows are in place for registration, authorizations, documentation, charging, billing and denial management to ensure profitability.
•Collaborate with various stakeholders within the revenue cycle to minimize revenue loss due to denials surrounding timely filing, incorrect payer,

Minimum Qualifications
1. Master's degree from an accredited college or university in Accounting, Finance, Business Administration or a related discipline with an emphasis on accounting and financial systems; and four (4) years of responsible-level experience in fiscal management or administration with an emphasis on financial systems, management information and controls, three (3) years of which must have been in responsible administrative or managerial capacity; or
2. Bachelor's degree from an accredited college or university in disciplines, as listed in "1" above; and five (5) years of experience, as described in "1" above, three (3) years of which must have been in a responsible administrative or managerial capacity.
