# Project Overview:
Bechtel National, Inc. (BNI), Bechtels government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.
UPF will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energys largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administrations largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.
The UPF Construction project works on various schedules with differing start times pending project needs.
_Eligibility for this position requires US citizenship; the successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject to and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable_
# Position Summary:
The Instrumentation Field Engineer will report to the Lead I&C Field Engineer. This individual is responsible for providing technical assistance, direction, and support to Bechtel and subcontractor field supervision for construction and installation activities for all instrumentation associated with the unit equipment and materials.
# Responsibilities:
+ Performing inspections and initiating supporting documentation for all discipline system installations on an ongoing basis.
+ Providing support to field supervision in establishing requirements for manpower, tools, equipment, and material requirements for a given work evolution.
+ Identify the scope and plan construction work packages to support the Project work schedule.
+ Interface with the superintendents and other discipline field engineers to assist Supervision in preparing short- and long-term schedules.
+ Executing field material takeoffs from "Certified For Construction" drawings providing input to the quantity tracking applications and reporting on weekly installed quantities to Project Controls.
+ Preparing field material requests for equipment and materials, and monitoring status of purchase orders and deliveries.
+ Coordinate with Engineering to resolve Design issues by using field change documentation.
+ Ensuring all installations are per the latest revisions of design drawings, specifications, standards and codes.
+ Completing and verifying quality documentation per inspection and test plans.
+ Completing the final system walkdowns with Start-up, identifying the deficiencies and closing out punch list items.
+ Completing and reviewing as-built documentation.
+ Monitoring actual work performance compared to the project budget and schedule.
+ Monitoring equipment installation, planning for delivery of construction materials and equipment.
+ Assuring that proper warehousing and storage exists to ensure environmental protection.
+ Reviews specifications, purchase orders, subcontracts, inspection reports, delivery schedules, instruction manuals and technical data to assist and advise on?site.
# Qualifications & skills
**Basic Qualifications:**
+ Level 1: Bachelors Degree from an accredited university and 6 years of related experience; in lieu of degree, 12 years of related experience is required.
+ Level 2: Bachelors Degree from an accredited university and 9 years of related experience; in lieu of degree, 15 years of related experience is required.
+ Must be a U.S. Citizen.
+ Must be able to complete a pre-employment drug screen and background check, including verification of employment, education and travel.
+ Must be able to obtain a site security badge for access to the worksite.
+ Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
# Minimum Qualifications:
+ Knowledge of engineering and construction methods and processes is customarily acquired over time through specialized instruction or practical experience.
+ Displays effective communications skills crucial to motivating team members and presenting plans in a clear and concise manner.
+ Computer literate in word processing, spreadsheet and database applications.
+ Excellent problem-solving ability.
+ Experience with TEAMWorks, SETROUTE, and Maximo software programs.
# Preferred Qualifications:
+ Recent Bechtel experience as Mechanical/Piping Field Engineer with I&C experience at a large EPC Project.
+ Previous experience working on a large EPC project for the Department of Energy (DOE).
+ Previous experience NQA-1 Piping (small bore) and Specialized Mechanical Equipment (Glove Boxes, equipment skids, multi-discipline pipe racks).
+ Previous experience using Teamworks or Pipe Fighter Application/Tools (Bechtel).
