Assume an essential role where you will lead complex research and analytical responsibilities critical for organizational and financial evaluations, including the preparation and presentation of specialized reports such as the county's Annual Comprehensive Financial Report. As the expert implementer of Governmental Accounting Standards Board updates, you'll navigate the complexities of financial standards with accuracy. Your expertise will extend to serving as the County's debt administrator, managing operational tasks to uphold compliance with debt disclosures and overseeing new debt issuances.

Independently serves as primary liaison with external auditors, maintaining communication and addressing audit issues and questions.
Reviews GFOA comments from prior year ACFR and consults with auditors to execute corrective action plan for current year audit
Maintains audit schedules, materials, and work papers for the Countys permanent files
Assists in the timely implementation of any applicable GASB statements, current and future.
Creates all debt schedules and debt work papers for the audit including debt roll forward, maturities of long-term debt by type, accrued interest, accrued vacation liability, calculation of year end legal debt margin, arbitrage rebate liability, and defeated debt
Prepares other work papers and journal entries for audit and year end closing including accruals for grants, municipal taxes, joint planning, federal rebate subsidies, and interest income/expense
Prepares journal entries to adjust debt liability balances and to amortize deferred amounts due to defeasances of debt; to record construction retainage, and other accrued liabilities such as annual leave.
Serves as the Countys debt transactions lead and subject matter expert on debt
Maintains all debt schedules and setup within DebtBook software; maintains strong relationship with County Financial Advisors and Bond Counsel.

Updates County's Debt Model and keeps it current
Communicates and serves as financial liaison with assigned departments and serves as point of contact for assigned departments grants monitoring to include conducting thorough review, and recommendation of approval/disapproval of reports before bringing forward to finance director
Graduation from an accredited four-year college or university with a major in accounting, business or finance with a minimum of 30 hours of accounting and two (2) years of experience in a governmental fiscal operation; or an equivalent combination of education and experience.

Management Preference

North Carolina Certified Local Government Finance Officer (or working toward certification)

Knowledge of the methods, procedures, and policies of Cumberland County as pertains to the performance of the essential duties of this position
Knowledge of principles and practices of accounting work to include performing accounting activities and financial reporting in accordance with GASB and GAAFR
Knowledge of the County's financial and budget systems to include chart of accounts management and daily/monthly financial entries
Knowledge of financial and budget systems to include knowledge of the interface between systems and the operational background and setup of system
Knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position
Knowledge of terminology and related professional languages used within the department as pertains to work responsibilities
Ability to perform trend analysis and prepare clear and concise reports, communicate findings, and recommend updates
Ability to make computations accurately and with reasonable speed, and prepare clear and concise reports
Ability to understand the occupational hazards and safety precautions required to perform the essential functions of the work
Ability to maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities with which position interacts
