About the Position Position Description The Member Quality Department is responsible for the monitoring of member performance and compliance with Organ Procurement and Transplantation Network (OPTN) policy and bylaws and the OPTN Final Rule to enhance the quality of the transplant system. The Membership Analyst serves as an expert on OPTN bylaw requirements of membership for members, MPSC and UNOS staff.

The Membership Analyst is responsible for assisting all members with new applications and key personnel changes while maintaining the membership database. Application Process and Vote Management Provides guidance to members with all membership requests from initial submission to final approval. Membership requests include applications for new transplant hospitals, organ procurement organizations (OPOs), histocompatibility labs, and non-institutional members. Application types include new programs and key personnel changes (KPCs). The Membership Analyst analyzes applications for completeness and adherence to OPTN bylaw requirements. Navigates the application process by identifying application deficiencies and educate members by instructing on how to correct deficiencies and recommending possible resolutions. Manages all completed

applications

through the Membership and Professional Standards Committee (MPSC) and Board of Directors review process, including identifying and assigning applications to MPSC reviewers, creating applications agendas for the MPSC and the Board of Directors, documenting the decisions within the membership database, communicating the result of the MPSC and Board of Directors' review back to the member and documenting member and program approval status in the membership database which enables the program to receive organ offers. Membership Status Management and Membership Database Maintenance Assists a member with program inactivation/withdrawal requirements including patient notification and waitlist management. Maintains a program's status in the membership database.

This is a high risk activity which impacts a program's ability to receive offers and transplant organs. Conducts annual member staff audits to ensure accuracy and to limit the risk of inappropriate access to UNet. Collaborates with the Performance and or Compliance teams to communicate the program's elements of reactivation or reapplication. Assists members with collective wait time transfers when requested.

This includes ensuring required documentation is submitted, collaborating with IT and Data Governance departments on agreed upon transfer date and reviewing the 90 day-post transplant report. Collects and reviews status reports on conditional approvals for programs or key personnel to ensure the member is working toward full membership requirements and is responsible for managing the timeline as required by bylaws. Ensures the program or KPC completes the conditional request allowing members to provide essential access to review and accept organ offers or make changes within the UNet system that affect the allocation process. Maintains the membership database by monitoring and responding to member requests to update information. MPSC Support Serves as a subject matter expert and primary point of contact for the MPSC for all membership application and bylaws related questions including informing the MPSC on specific member issues. Determines which applications are ready for MPSC review and managing the process, including preparing information for review and presenting the application related agenda items at MPSC meetings. Communicates MPSC decisions back to the member. Assists with the creation and implementation of yearly MPSC orientation material regarding application reviews. Membership Community Resource Provides expertise, educates, and offer recommendations to our membership on meeting OPTN membership bylaw requirements and pathways. Special Projects Responsible for special projects at the request of the manager. Minimum Requirements Entry level experience in field of organ transplantation, medicine, healthcare, science or other related industry Salesforce experience is preferred but not required Critical Skills 4 years of experience in a position that requires dealing with public and professional communities in a medical-related setting preferred. Experience working in a collaborative, team-focused environment is required.

Proven capability in employing quality improvement techniques in daily operations and developing innovative approaches and implementation strategies to improve quality of work required. Excellent customer service skills are essential, as this position has daily interaction with member organizations and their administration. Excellent and effective written/oral communication skills and superior interpersonal skills are required. Developed and proven public speaking skills are required. Ability to independently oversee and execute advanced investigational approaches, analyze factual situations and assemble complete case details and findings are also required. Effective project and case management skills with the ability to effectively and clearly communicate (orally and in writing) policy and incident resolution with a broad spectrum of transplant community professionals. Additional Skills & Qualifications Analytical, critical thinking and detailed oriented work methods essential. Ability to articulate complex issues in a concise, informative manner. Outstanding ability to creatively problem solve and foresee imminent issues and to proactively plan and prepare utilizing thorough, organized work processes. Ability to set priorities and consistently produce quality work under tight deadlines. Adaptability, flexibility and a team first mentality. Self-motivation, discipline and commitment to continuous group and department wide process improvement and quality assurance. Possess an ability to competently work with associates at all levels of the organization, interface with senior members of the health care profession, high-level federal officials, and transplant professionals including physicians, surgeons, and management. A demonstrated ability to function in a team-based environment, as well as the ability to work independently, learning on-the-go while completing new initiatives, and keeping an eye towards identifying improvement opportunities are essential. New employees must have the ability to learn and develop extensive knowledge of OPTN policies and bylaws concerning membership requirement. Advanced Microsoft Office skills required, and Adobe skills are preferred. Occasional overnight travel required.
