**Job Summary:** Assists in the administration of the purchasing/procurement process for the district by using available resources to provide the best customer service and ensure compliance with procurement code, Federal and State law, and district policy.

**Essential Functions:** As defined under the Americans with Disabilities Act, may include, but are not limited to, the following tasks, duties, knowledge, skills, and other characteristics. **ESSENTIAL DUTIES AND RESPONSIBILITIES** generally include the following:

+ Maintains vendor relationship, management, and communication.

+ Prepares request for competitive offers, which shall include request for quotations, invitations for bid, request for proposals.

+ Conducts public bid/proposal openings, competitive offer analysis, product evaluation, and product recommendations of award.

+ Evaluates supplies, equipment, and services utilized by a variety of schools and/or programs.

+ Provides support to staff, schools, departments, and instructional committees on the purchasing and procurement process.

+ Provides training for staff members.

+ Prepares reports for activities, purchases, contracts, and funds expended or committed.

+ Evaluation of contracts and vendor performance.

+ Assists in maintaining the purchasing calendar, timelines, and deadlines.

+ Reviews and revises processes, procedures, forms, records, and schedules to meet compliance.

+ Reviews and processes requisitions and purchase order revisions to ensure compliance.

+ Maintain district vendor and award databases, files, and records retention according to Arizona State Library, Archives & Records.

+ Verify that P-Card expenditures are compliant, and purchases are only made from vendors on contract.

+ Maintain and update the purchasing portal website.

+ Maintains a high level of ethical behavior and confidentiality.

+ Performs other duties and responsibilities as may be assigned for the purpose of ensuring the efficient and effective function of the department.

**KNOWLEDGE AND SKILLS:**

+ Knowledge of applicable Federal, State, County and City statutes, rules, regulations, ordinances, codes and PUSD policies and procedures.

+ Knowledge of the principles of basic procurement, quotations, and the formal solicitation process.

+ Skill in reading, interpreting, understanding, and applying relevant Federal, State, County and City statutes, rules, regulations, ordinances, and codes and PUSD policies and procedures.

+ Skill in drafting, circulating, evaluating, procuring, and preparing a variety of purchasing-related process and documents.

+ Skill in conducting public bid openings, analysis, and selections.

+ Ability to handle fast paced office and deal effectively and positively with vendors and district personnel.

+ Skill in establishing and maintaining effective working relations with co-workers, vendors, students, parents, and the general-public.

+ Skill in operating a personal computer utilizing a variety of software applications.

**MINIMUM QUALIFICATIONS:** A high school diploma or GED AND 3 years verifiable Purchasing Department and computer experience, OR any equivalent combination of experience and education from which comparable knowledge, skills and abilities have been achieved.

**OTHER REQUIREMENTS:**

+ Must be able to pass a fingerprint and background clearance check.

+ May be required to possess and maintain a valid Arizona drivers license.

+ May be required to travel to perform work functions.

+ May be required to work outside normal working hours
