About the Position

Under the direction of the City Engineer, this position supports all real property related activities within the City including property acquisition, property disposal, right-of-way acquisition/vacation, easements, appraisals, property management and leasing.

Performs complex duties in real property acquisition/easement services, providing real property analysis and research to identify potential obstructions and recommend solutions/resolutions. Provide professional right-of-way acquisition services and oversight on capital improvement projects, as needed. Provide expert level technical recommendations and assistance to all City Departments on real property related matters. This position level is recognized as technical/subject-matter expert on real property.

This position is exempt and ineligible for overtime, and is a member of the AFSCME Collective Bargaining Unit.

Conduct complex property negotiations for the acquisition of rights relative to public projects in compliance with the Uniform Act, federal and state laws, and regulations specific to the real property and right-of-way industry. Apply judgment and discretion in resolving problems and interpreting policies and regulations; Prepare acquisition files for Federal Aid Certification.

E Research and analyze title reports, court records, assessor records, and other documents to identify potential risks and determine legal status of affected real property; verify and report on title and record of deeds, easements, and permits; consider technical, legal, and financial factors when coordinating any real properly activities or services.

E Develops and releases Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and Sales and Purchase Agreements, as appropriate; in accordance with City policies and procedures; works with consultants on projects; works with Legal and HR/Risk Management to ensure all legal considerations are identified, addressed, and completed.

E Develops, administers, updates, and maintains Real Property Inventory and files of City-owned, leased, and/or rented property; Coordinates with the Asset Management team to ensure that both real property and right-of-way assets are appropriately tracked in the City’s asset management program.

E Provide review of documents related to land-use/permitted development which includes short plats, subdivisions, commercial site developments, and real property legal descriptions. Provide communications and subsequent documentation related to the review.

Bachelor’s degree in Business Administration, Public Administration, or related field A Minimum five (5) years equivalent experience in ROW industry. OR A combination of experience and training that provides the candidate with the knowledge and skills to perform the job. Valid Washington State Driver’s License required by date of appointment. A satisfactory three-year driving abstract record, submitted prior to hire. Certified by WSDOT to perform Right of Way Acquisition functions per WSDOT Right of Way Procedures (or able to obtain certification within 6 months of employment). Preferred Senior Right of Way Associate – International Right-of-Way Association (IRWA) designation. Washington State Brokers License. Certified Notary Public in Washington State.
