**Purpose and Scope:**

+ The Global Trade Compliance Export Control & Sanctions Lead Commercial is responsible for all implementation of global export control & sanctions related processes & controls including the set-up and maintenance of an Export Control Framework within Astellas for the Commercial Divisions. Effectively works in a complex matrix environment with knowledge of Astellas Corporate Strategic Plan (CSP). This position, in partnership with the Global Head of ITC, advises to and liaises with the main globally based International Trade Compliance (ITC) stakeholders (Legal, Commercial, SCM, Manufacturing, Regulatory Affairs, Quality, Global Business Services, Procurement, Internal Audit, Ethics & Compliance and Senior Management) for strategic alignment on trade compliance related topics in relation to the business stakeholders of ITC including advise on strategy and recommendations.

+ The Global Trade Compliance Export Control & Sanctions Lead Commercial is responsible for the implementation of export control & sanctions compliance processes within Astellas for the Commercial Divisions to ensure Astellas complies with the export control & sanctions laws and regulations as mentioned in the ITC Policy and export control & sanctions SOP and Work Instructions.

**Essential Job Responsibilities:**

+ The Global Trade Compliance Export Control & Sanctions Lead Commercial is responsible for the implementation and maintenance of all export control & sanctions related processes & controls within Astellas including the set-up of an export control & sanctions framework for the Commercial Divisions.

+ Global Business Process Owner (GBPO) of the Global export control & sanctions Compliance Processes for the Commercial Divisions.

+ In partnership with the Global Head of ITC, participate and provide the necessary export controls and sanctions approvals and recommendations in the process of acquisition of new Astellas Affiliates in the Commercial Divisions.

+ Lead export control & sanctions audits conducted by the authorities for the Commercial Divisions and represent Astellas towards the relevant authorities in this respect.

+ In partnership with the Global Head of ITC, initiate and lead global improvement projects to increase export control & sanctions compliance, cost reduction and supply chain efficiency with a focus on innovation and risk balanced decision taking.

+ Accountable and responsible for providing continuous subject matter guidance and procedures to the identified stakeholders in relation to export control & sanctions regulations and procedures. Partners with the Global Head of ITC to identify the impact on the Astellas business and translate this into best practices to ensure trade compliance.

+ Co-operate with the other ITC functions to establish a global standardized way of working within ITC.

+ Responsible for preparation and periodical updating of export control & sanctions training modules (including but not limited to modules relating to identification and mitigation of export control & sanctions risks and create export control & sanctions awareness) for the Commercial Divisions. Identification of relevant trainees and undertaking periodical training sessions.

+ Periodical reporting to the Global Head of ITC on internal and external role related developments. Providing reports in the prescribed formats to the Global Head of ITC. Responsible to gather information and for initial assessments to enable strategic decision making in relation to export controls & sanctions by Global Head of ITC. Attending meetings with internal and external stakeholders as and when required.

**Assignment Complexity:**

+ This position must be able to combine the knowledge of global Astellas products, manufacturing processes & business set-up, logistics flows and the international export control & sanctions laws & regulations to implement export control & sanctions related processes & controls within Astellas and align this with the ITC stakeholders in a complex international matrixed organization.

**Accountability Discretion:**

This position is responsible for export control & sanctions compliance within Astellas for the Commercial Divisions:

+ Ensuring all global export control & sanctions processes are performed compliantly.

+ In partnership with the Global Head of ITC this role will ensure the business stop logistics imports or exports flows in case of non-export control & sanctions related compliance.

+ Will represent Astellas towards the relevant globally based export control & sanctions authorities in case of an audit.

**Working Relationships:**

+ **Internal:** This position requires building and maintaining working relationships with all levels of management in Astellas, locally, regionally, and globally. Connects regularly with business stakeholders to ensure trade compliance requirements are understood and embedded in transactional routines and partners to add value to Astellas business on trade compliance related aspects.

+ The role also requires interaction and necessary support to other ITC team members. The role is expected to periodically partner with the Global Head of ITC to apprise senior management (via meetings, etc.) on business related aspects, which this role is responsible to lead.

+ **External:** This position, in partnership with the Global Head of ITC, requires building and maintaining working relationships, locally and internationally, through means of regular official communication and liaison with governmental authorities, consulting firms and law firms. Networks regularly within the pharma industry peers on trade compliance developments and best practices. Support the supply chain team on inquiries from authorities on complex and technical areas. The role should lead export controls & sanctions audits and associated proceedings initiated in any global jurisdiction. The role is expected to periodically partner with the Global Head of ITC to apprise senior management (via meetings, etc.) on business related aspects, which this role is responsible to lead.

**Support to:**

+ Provide export control & sanctions related advise to the Global Head of ITC and to the ITC stakeholders globally on tactical and strategic issues.

+ Partners with the Global Head of ITC in (periodical) meetings with Sr. Management of ITC stakeholders regarding export control & sanctions compliance.

+ Lead efficiency and cost savings project with respect to export control & sanctions compliance and participate in other business projects as a representative of ITC. With a focus on innovation and risk balanced decision taking.

**Organizational Context:**

+ Reporting line: This position reports to the Executive Director - Global Head of ITC.

+ Collaborations: **Internal:** Responsible for the development and maintenance of effective collaborations with globally based ITC Stakeholders related to export control & sanctions compliance on management and Sr. Management level. **External:** CMOs, export control & sanctions authorities, law firms & consultancy companies

**Qualifications Required:**

+ Masters degree or similar education.

+ 8-10 years experience in the relevant focus area.

+ Excellent business and subject matter knowledge related to export control & sanctions laws, regulations, and allied/ applicable laws in at least one region (EU and/or US and/or Japan). Application of the knowledge to have working level understanding of globally aligned export control & sanctions laws, regulations and allied/ applicable laws and trade related concepts. Ability to translate the knowledge in Astellasbusiness setup.

+ Proven experience in the set-up and implementation of export control & sanctions processes & controls including export control & sanctions control framework.

+ Proven experience in project management.

+ Committed to continuously improve ways of working to manage complexity with agility and efficiency.

+ Professional presence with demonstration of leadership skills including a high sense of ownership and self-motivation.

+ Excellent interpersonal, written, and verbal communication skills in English.

+ Ability to interact with all levels and disciplines within the Astellas organization including Sr. Management.

+ Ability to work with people in a culturally diverse environment and matrix organization.
