The Director, Regulatory Risk oversees Andrews regulatory practices and ensures all government and company regulations are being met. Ensure all BSA requirements are met by the Credit Union on an ongoing basis.Keeps apprised of all emerging compliance issues, their effect on Andrews Federal, and assists business units in establishing appropriate policies, procedures, and controls as they relate to operational practices and new products and services.

Essential Duties

The position's essential duties include the following:
  • Oversee the accurate and timely submission of Currency Transactions Reports (CTR), Suspicious Activities Reports (SAR), 314(A) Information requests, and Office of Foreign Asset Controls (OFAC) compliance. Refer investigations as necessary and/or required to federal, state, and local law enforcement agencies for prosecution.
  • Responsible for the development and implementation oversight of the Compliance Program. Plans for regulatory changes, assisting affected business units in interpreting new rules and their impact on operational practices. Helps to coordinate training in the new rules and any related procedural changes with the affected business units.
  • Revise and maintain account disclosures and coordinates updates with Marketing and IT to ensure proper distribution throughout all the Credit Union systems. Provide support in creating new disclosures and agreements when needed.
  • Provide guidance to Retail and Support Services staff related to trust documentation, decedent account laws, guardianship appointments, and other member-related legal issues.
  • Participate in preparing training guidelines and materials for required employee compliance training, including online courses, new hire training, and periodic classroom presentations of compliance topics.
  • Perform periodic testing using system reports to ensure staff compliance with regulations and Andrews Federal policies. Performs regular employee account reviews to ensure staff compliance with Andrews Federal employee account policy and to identify red flags to possible internal fraud.
  • Review Marketing materials and advertisements and branch materials to ensure compliance with consumer deposit and lending regulations.
  • Refer any discoveries related to internal fraud to the Vice President of Risk Management, Internal Audit, and/or executive management as needed. Assists in internal fraud investigations whenever required.
  • Develop, update, review and implement existing and new policies and procedures as necessary.
  • Access Member or Associate personal and financial information only as required by the job. Maintains the confidentiality and security of all Member or Associate personal and financial data.
  • Complete Andrews Federal's Business Secrecy Act (BSA) training program which includes receipt of a satisfactory testing score annually.
  • Perform other related work as assigned and demonstrate initiative using available resources to achieve established goals.
Qualifications

Required Knowledge, Skills and Abilities (KSAs)
  • Bachelor's degree in business, Audit, or Risk Management or related field with a minimum of 7 years of relevant work experience required.
  • Minimum 2 years of management or supervisory experience required, preferably in a financial institution environment.
  • Minimum 5 years of experience in Regulatory Compliance, Audit, or Risk Management in a financial services industry is preferred.
  • Must possess or can complete Financial Institution compliance certifications from trade associations such as American Standard for Industrial Security (ASIS), the American Bankers Association or the Americas Credit Unions' (fka NAFCU's) Compliance Officer Certification.
  • Demonstrates a good understanding of federal and state laws, rules and regulations for financial institutions and experience with Bank Secrecy Act compliance management and training.
  • Must work independently on broad assignments and be capable of making decisions both involving projects as well as ongoing troubleshooting.
  • Exceptional attention to detail and strong organizational skills.
  • Strong customer focus with the ability to interface with all levels of staff.
  • Strong negotiating, influencing and problem resolution skills.
  • Strong presentation skills which may be used to document analysis and deliver technical presentations to staff and Management in an articulate and effective manner using a variety of media (visual, written, and verbal).
  • Must possess strong skills in Word, Excel, latest version of Windows Operating Systems and Microsoft PowerPoint, and other software as needed.
  • Experience with the Jack Henry suite of banking products, including Symitar, Synergy, Synapsys, Image Center and Yellow Hammer is preferred.
