Serves as a Government Contractor, assisting a DoD client as the Financial Analyst to the program office, developing and maintaining the financial system. Provide support necessary to assist COR or Government Lead with oversight and controls. Document financial plans/strategy and maintain a record of all transactions. Performs all project finance functions in accordance with company policy and manuals. Prepares and/or reviews client financial forecasts with and works closely to track performance and provides timely variance and Risk and Opportunity analysis. Provide monthly, quarterly, and annual forecasting for financial and business planning. Maintain financial files and prepares reports, documentation, and presentations as appropriate. Assists with program and financial planning, to include Future Years Defense Program (FYDP), current and out-years planning, Program Objective Memorandum (POM) planning, as well as contribute/assist with the Programming Phase as well as planned execution of the Program, Planning, Budget, and Execution (PPBE) process. Assist with funding actions, to include drafting and tracking Military Interdepartmental Purchase Requests (MIPRs), overall annual budget tracking, and communication with the DISA Office of the Chief Financial Officer (OCFO) office. Assist and contribute to overall office Issue Paper planning and process cycles, to include annual and quarterly budgetary planning requirements. Work with office contract management and procurement activities in areas related to initial funding needs, sustainment funding, and contract, order, procurement, and task order close-out activities, as it relates to obligation or de-obligation of funds. Track procurement and contract funding against available funds. Prepares routine and ad-hoc financial reports and analysis using client-based tools, Enterprise solutions and Excel. Acts as a key technical expert on financial analysis issues. Coordinates, negotiates, and resolves financial compliance issues with various governmental agencies to ensure accurate interpretation of contract requirements. Assists with the Joint Service Provider (JSP) work-packages, as they apply to available and necessary funding. Performs complex analysis of budgets and schedules needed to meet project requirements for assigned portions of a program or programs, to include additional funding needs for outstanding and upcoming requirements. Assistance/support related to Interagency Agreements (7600A) documentation, as they apply to agreement timeline, and overall budget ceiling(s). Required Skills:

Candidates must possess an active TS/SCI clearance. Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees ideally in one of the following fields: Accounting, Business Finance, Law, Contracts, Purchasing, Economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). 8+ years of experience in support of government finance, project accounting, financial control/management, or similar discipline. Minimum DAWIA or FAC Level II Certification. Certificate of completion for Planning, Programming, Budgeting, and Execution (PPBE) process training. Desired Skills:

Experience with DISA and an understanding of how DITCO works. Demonstrated ability to build trusted advisor relationships with clients. Possess good communication skills, both written and verbal. Demonstrated capability to work both independently and under the direction of experienced analysts. DAWIA or FAC Level III Certification * Demonstrated ability to work in a dynamic work environment and ability to coordinate and perform multiple assignments.
