Position Summary: The Chief of Pharmacy Services has overall supervision of pharmacy care provided in all Pharmacy services areas. The position is a leadership role in formulating policy and instituting models that promote medication safety in all aspects of the medication management process. Plans, directs, and monitors all financial, operational, professional, quality and clinical activities of the department. Participates in pharmacy administrator on call in rotation with other leadership members of the Pharmacy Department. Necessary Qualifications: Education: Doctor of Pharmacy degree from a school recognized by the American Council of Pharmaceutical Education. Credentialing: Must be a credentialed member of the TCRHCC Medical Staff. Experience: Two (2) years of retail/ambulatory pharmacy experience. Two (2) years of inpatient hospital pharmacy experience. Three (3) years of current management/supervisory experience. License/Certification: Must possess and maintain a current and unrestricted license to practice as a pharmacist in any state within the United States, District of Columbia, or the Commonwealth of Puerto Rico. Must maintain a current valid certification of the following throughout employment: Basic Life Support (BLS) from the American Heart Association. Other Skills and Abilities: A record of satisfactory performance in all prior and current employment as evidenced by positive employment references from previous and current employers. All employment references must address and indicate success in each one of the following areas: Management of progressive ambulatory and institutional pharmacy practice with patient-focused pharmacy services. Inventory control. Staff development and education on current and future service lines. Influences others; understands how to effectively lead and operate in a matrixed organization. Executive level communication experience, including strong oral and written communication skills. Proven contract administrative and negotiation experience. Possess excellent time management and organizational skills. Must be autonomous (self-education and learning, self-motivation and self-management). Positive working relationships with others. Essential Functions: Administrative Duties: As Chief of the Pharmacy, incumbent assigns, directs, and supervises the activities of the pharmacy leadership team who supervise pharmacy staff. Mentors, develops, and manages a leadership team capable of meeting management objectives for the Pharmacy department. Plans, organizes, coordinates, and directs the Pharmacy services of TCRHCC and represents the department to the Chief Medical Officer and Medical Executive Committee. Serves as the principal advisor to the hospital and clinical executive committees and to the governing body on matters pertaining to all aspects specific to pharmacy services. Strategic planning and execution to enhance profitability, productivity, and efficiency of the Pharmacy services operation. Provide leadership to adapt to new best practices. Routinely meet with vendors, sales, marketing, management, and pharmacists to strategize cost effectiveness. Lead negotiation of vendor/supplier relationship, pricing negotiations, utilization of rebates and cooperative savings, and review and authorize service contracts and subcontracts. Oversee the tracking of vendor/supplier required certifications and ensure compliance. Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing professional networks; participating in professional societies. Oversees reporting and monitoring of organizational metrics related to departmental operations, quality assurance, and performance improvements supporting TCRHCC’s Mission and Vision. Implements policies and procedures that ensure the pharmacy department provides optimal pharmaceutical services that meet all legal, accreditation, and certification requirements. As Chief of the Pharmacy, incumbent is responsible for assuring that TCRHCC meets the requirements of the Joint Commission on Accreditation (TJC) regarding quality of care within the Pharmacy Department and assures that hospital and departmental policies and procedures are followed. Maintain organizational operations by initiating, coordinating, and enforcing program, operational, and personnel policies and procedures. Provide guidance and leadership in driving the teams in the development and execution of improvement initiatives to achieve yearly direct and indirect cost improvements. Safeguard organizational operations and contents by establishing and monitoring security procedures and protocols. Provides leadership for monitoring medication orders, dispensing, and administration to ensure accuracy and adherence to protocols. Conducts regular audits and quality assurance activities to maintain high standards of pharmaceutical care. Stay updated on current trends and advancements in pharmacy practice to drive continuous improvement. Establish and maintain contact with other department heads, medical staff, and nursing staff to determine needs, resolve problems, improve processes, and promote effective drug therapy. Partners with the Pharmacy Services leadership team and Senior Leaders to continually identify and implement process improvements and increase efficiency within the organization to improve productivity levels and profitability. Responsible for establishing and meeting financial objectives, preparation of annual budget, scheduling expenditures, variances’ analysis, and initiation of corrective actions. Assures licensure and certifications are active for the Pharmacy Department. Ensure narcotic management is in line with regulatory requirements, works with Nursing leadership to investigate. Provides coaching and leadership management to the team to assure compliance, employee performance appraisals, and patient satisfaction and to create and maintain a work environment with high morale and productivity. Document discrepancies. Ensures pharmacy managers maintain appropriate chain of custody of narcotics. Ensure proper PPE is always worn while on duty including but not limited to, face mask, gloves, gown, isolation gown, NIOSH-approved N95 filtering facepiece respirator or higher, if available), and eye or face shield. Complete all donning and doffing tasks in a safe acceptable method and discard of used PPE accordingly. (see CDC website for most current updates). Complete task training for all routine cleaning and decontamination processes for all surfaces contaminated by a communicable disease to ensure a high level of patient, visitor, employee, and external customer satisfaction.
