SUMMARY
Assists the Site Manager in maintaining a quality learning environment in which each child achieves his/her highest level of social competence and intellectual growth needed for primary school or other child development facilities. Assists the Site Manager in supervising the teacher(s) assigned to each classroom at the center or assigned centers. Is responsible for assisting in directing the center's program in accordance with the program goals and the Personnel Policies and Procedures of UCCA by performing the following duties:
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Primary
- Assists in staffing the centers and classrooms (teachers, custodians, and co-teachers).
- Assists in the interviewing process.
- Provides direct supervision and guidance for teaching staff.
- Assists Site Manager in assuring classrooms (birth - 5) meet HS Performance Standards, NC Day Care Regulations, and all other required regulations.
- Performs monthly playground inspections as required by NCDCD.
- Assists Site Manager in observing classrooms (3-5) on a regular basis.
- Routinely inspects center facilities for health, safety, fire and occupancy violations.
- Assists Site Manager or designee in entering data on computer (home visits, family contacts, etc.).
- Assists AT/BD in establishing and maintaining efficient bus routes.
- Provides input to Site Manager for annual evaluation of teaching staff.
- Attends pre-service/in-service training and regular staff meetings.
- Assumes primary responsibility in the absence of the Site Manager.
- Completes annual performance evaluations for staff, as directed by Site Manager.
- Provides guidance and constructive feedback to teaching staff for program improvement.
- Attends monthly center and county staff meetings.
- Substitutes in the classroom, if needed.
Education and early childhood development
Ensures that the education environment is developmentally and linguistically appropriate, recognizing that children have individual rates of development as well as individual interests, temperaments, cultural backgrounds, and learning styles.
Ensures that the education environment supports the development of all children's social and emotional development, cognitive, language skills, and physical skills.
Provides a program of services for infants and toddlers, which encourages the development of a secure relationship between children and their teacher, and supports their social and emotional development and physical development.
Implements a curriculum that recognizes the need for individualized activities, integrates the educational aspects of all program areas, helps to develop children's facility in social relationships, enhances each child's understanding of self, and provides for the development of cognitive skills.
Involves parents in the development of the program's curriculum and approach to child development and education, and participates in staff-parent conferences and home visits. Encourages parents to observe and participate in their children's experiences in the Head Start Program.
SUPERVISORY RESPONSIBILITIES
Assists Site Manager in managing a designated number of non-supervisory employees in the Head Start Center. Assists in providing overall direction, coordination, and evaluation of this unit. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities may include assisting with interviewing, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
- Minimum an associate degree (AAS) in early childhood education; or a field related to early childhood education and coursework equivalent to a major relating to early childhood education, with experience teaching preschool-age children;
- A baccalaureate or advanced degree in any field and coursework equivalent to a major relating to early childhood education, with experience teaching preschool-age children or;
- A baccalaureate degree in any field and has been admitted into the Teach For America program, passed a rigorous early childhood content exam, such as the Praxis II, participated in a Teach For America summer training institute that includes teaching preschool children and is receiving ongoing professional development and support from Teach For America's professional staff.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
OTHER QUALIFICATIONS
Employee must pass an annual physical, TB screening, and submit to random drug screenings.
OTHER SKILLS AND ABILITIES
The incumbent must demonstrate a working knowledge of Head Start performance standards and NC Day Care regulations. Must be able to operate a desktop computer, related software, printer, copier, calculator, fax, and phone.
CERTIFICATES, LICENSES, REGISTRATIONS
Incumbent must have an Early Childhood Administration certificates I & II, and a valid state issued drivers' license.
