The Emergency Management Logistics Coordinator on the Emergency Management team oversees the acquisition, tracking, maintenance, storage, and inventorying of the emergency supply assets for the VCU Health System and the coordination of emergency exercises. This position holds the primary responsibility as emergency asset subject matter expert for planning the utilization and deployment of assets during planned events and unplanned emergencies. This position is critical for ensuring that our health system remains in a constant state of readiness by serving as a subject matter expert on the use of rarely used, but highly impactful emergency assets to be deployed in disaster situations. The Emergency Management Logistics Coordinator primarily supports the downtown Medical Center but serves in a supportive role to other VCU Health hospitals and facilities.

Essential Job Statements Ensures adequate supply of event medicine and emergency management assets through the coordination of procurement activities with internal departments and external vendors. Closely tracks and monitors expenses to support manager in variance reporting and budget

management/projections.

Rotates standard medical supply stock back into hospital circulation prior to expiration dates. Conducts quality checks on inventory. Assists appropriate internal partners with routine preventative maintenance and inspection. Maintains the inventory and all documentation for inventory and preventative maintenance checks. As support for the VCUHS enterprise, travel to other areas of the healthcare system may be required. Up to 15-20% of the time to other VCU Health facilities and to community events that are staffed by VCU Health emergency or event medicine teams.

Develops and conducts training and exercises on the use of emergency assets as prioritized by the Emergency Management team and the emergency preparedness committee. May be working with any level of team member from frontline staff up to the executive suite depending on the nature of the training.

Develops deployment strategies for emergency assets, personnel, patients, and services during planned events and unplanned emergencies. Serves as Logistics Chief during Level 0-Level 1 events in the Hospital Incident Command structure (HICS) and supports the Logistics Chief in higher level events. Supports hospital leadership in making decisions about emergency asset deployment during disaster situations.

Coordinates with Facilities Management and Safety teams to assist departments/units in placement of evacuation equipment and provides unit level education on evacuation options and planning.

Oversees maintenance of Hospital command centers. Develops and monitors command center manuals, command center closet/storage, and supplies needed during activation. Coordinates command center access for team members to with appropriate Security leadership.

Supports and rotates after hours and weekend Emergency Management team on-call coverage, including holidays, which may include being called in during unplanned emergencies.

Required Education: Successful completion of Incident Command System (ICS) or Hospital Incident Command System (HICS) courses (such as IC 100, 200 etc. courses through FEMA's Emergency Management Institute classroom and/or on-line training programs required. Or recognized certification or degree in emergency management, public health, business continuity, and/or project management, logistics management, strategic planning, or business management. High School diploma required. Combination of education and experience will be considered in lieu of a degree. Preferred Education: Bachelor’s Degree in related field preferred. In addition to the required education and training, a preferred candidate would demonstrate understanding of the FEMA six-step planning process of emergency management exercise programs, and principles and successful completion of the Homeland Security Exercise and Evaluation Program (HSEEP) training as well as prior Hazardous Material Training. Licensure/Certification

Preferred: N/A Minimum Qualifications Years and Type of Required Experience: 1 year experience in Emergency Management/Emergency Preparedness, Logistics, Project Management, or any combination. Other Knowledge, Skills and Abilities Required: Demonstrated project management experience required. Proficiency in various software applications equivalent to Microsoft office suite. Strong oral and written communication skills. Experience conducting training in a 1:1 or group setting via in-person or virtual environment. Valid driver’s license required. Ability to demonstrate responsiveness to diversity of ideas, norms, and values Other Knowledge, Skills and Abilities Preferred: 3-5 years of progressive experience in Emergency Management/Emergency Preparedness position with a focus on logistics management, preferably in a healthcare setting. First responder and/or HAZMAT experience would be considered beneficial, but not required. Ability to reach consensus among multiple stakeholders with competing goals. Experience designing or supporting the conduct of emergency exercises and drills. Working Conditions

Periods of high stress and fluctuating workloads may occur. General office environment. May be exposed to adverse weather conditions; cold, hot, dust, wind, etc. Required to car travel to off-site locations, occasionally in adverse weather conditions. Long-distance or air travel as needed- not to exceed 10% travel. May be exposed to human blood and other potentially infectious materials. * May have periods of constant interruptions. Other: May include periods of extended hours in nontraditional healthcare settings such as tents, alternate care sites, and command centers during planned community events and unplanned disasters. * Individuals in this position are required to exercise universal precautions, use personal protective equipment and devices, and learn the policies concerning infection control.
