Overview:

POSITION SUMMARY:

The New England AIDS Education and Training Center (NEAETC), hosted by UMass Chan Medical School since 1988, is part of the AIDS Education and Training Center Program funded by the Ryan White HIV/AIDS Program of the Health Resources and Services Administration. NEAETC provides education and clinical training for providers to diagnose, counsel and care for individuals living with HIV/AIDS, as well as to promote HIV prevention.

The Program Manager manages the day-to-day operations of NEAETC short term and multi-year projects under the general direction of the NEAETC Co-Clinical Director, including oversight of the programmatic and financial activities of Massachusetts activities. The Program Manager oversees general compliance and federal reporting responsibilities for Massachusetts activities following federal and UMass Chan Office of Sponsored Programs and Office of Continuing Medical Education requirements. This position facilitates the annual strategic plan meeting and generates and/or supports reporting to funders/partners as needed.

Responsibilities:

ESSENTIAL FUNCTIONS:

  • Participate in the development of NEAETC project plans and programs in Massachusetts in conjunction with senior principal investigators.
  • Facilitate and lead annual strategic planning
  • Convene and provide operational direction to Massachusetts funded project teams, which may consist of data staff, research associates and coordinators, per diem staff, and faculty for the development of project work plans, study designs, literature reviews, analysis plans, and results.
  • Prepares Massachusetts project budgets and manages project related grant and contractual expenditures with the principal investigators.
  • Identify necessary resources to perform activities, including organizing, coordinating, and contracting for resources from UMass Chan and external partners; monitor work progress, including data analysis and reports, and oversee its timely completion.
  • Hire, advise, directly supervise and evaluate the performance of specified project team. Provide functional supervision of other specified project staff as needed.
  • Write and prepare scientific papers and presentations describing the research project results in conjunction with the principal investigators.
  • Collaborate in formal communications and meetings between principal investigator and other sub-award principal investigators, as well as working with senior departmental management regarding project needs, resources and concerns.
  • Act in a project management capacity and is responsible for managing day-to-day logistics and operational needs of the projects, convening and providing overall direction to project teams and identifying and addressing problems which may adversely affect performance of project work.
  • Support compliance in the following areas:
    • HRSA/Regional Office guidance
    • UMass Chan Office of Sponsored Programs and Grant Accounting
    • UMass Chan Office of Continuing Medical Education/ACCME/accrediting body continuing education
  • Support program reporting and deliverables through the development of policies and procedures, evaluation tools (logic models, surveys, etc.), and project reports as needed.
  • Attend national, regional, and local HIV/ID conferences and continuing education programs to
    support knowledge of current clinical guidelines and workforce trends, and maintain relevant professional memberships as appropriate (e.g., American Public Health Association).
  • Perform other duties as required.


Qualifications:

REQUIRED QUALIFICATIONS:

  • Masters degree in the Life Sciences, Public Health/Education, or related health care field; or equivalent.
  • 5 years experience in developing, implementing, and evaluating research and training programs, project management, grant submission, supervision of staff, and fiscal responsibility.
  • Experience working in and/or with academic institutions and federal grant programs strongly preferred.
  • Familiarity with the policies and procedures of funding agencies.
  • Ability to effectively communicate with diverse faculty.
  • Proven administrative and management ability in complex environments.
  • Excellent writing, editing, communications, interpersonal, and organizational skills
  • Ability to travel to off-site locations.
  • Experience with grant writing and management, including familiarity with budget management and reporting
  • Experience with continuing medical education compliance including ACCME and other accrediting body regulations.
  • Experience planning and executing educational programs and/or
  • Ability to work independently, manage complex projects, prioritize and meet deadlines.
  • Ability to handle multiple tasks and
  • Proficiency in Microsoft Office, and database

PREFERRED QUALIFICATIONS:

  • Current evidence-based knowledge about HIV.
  • Experience planning and executing HIV-specific educational programs and/or conferences.
  • Experience serving on statewide planning bodies and/or steering committees (e.g. Ryan White Part A Planning Council, Massachusetts Integrated Prevention and Care Committee, Ending the HIV Epidemic Steering Committee).
  • Familiarity with video editing software.
  • Experience with procurement of technology and equipment for conferences.
